Research On The Construction Of Local Think Tanks In Xingtai

Think Tank is not only an important manifestation of the country's soft power,but also an important part of promoting the modernization of national governance systems and governance capacity,to improve the level of good governance.In 2015,Xingtai actively responded to the call of the country to open a local think tank construction.This paper,which is in this background,aims to study on Xingtai local this new think tank construction,through the understanding of the development process,local think tank construction main types and performance of the platform,development characteristics,the calculation of its influence,to analyze the existing problems and reasons of the development in the process,to seek solutions and the directions of development and to guide local think tank construction,to provide reference and paradigm for our grassroots think tank construction.In the early stage of creating papers,I contacted the Research Office of Xingtai municipal government and social workers together,asking a series of operational issues of the think tank,conducted relevant research,looked up a series of literature,which established the general direction and research content.In the middle stage,I inquired all parts of think tank construction s in Xingtai city communication planning,interviewed,inspected,read each tank material,and made the questionnaire about the local think tank construction,according to the different types of personnel(Party staff,university staff,business personnel,ordinary citizens)to conduct research,completed the questionnaire collection and analysis,so that all the resources gotten together;In the late stage of this paper,I used the method of combining quantitative and qualitative analysis to collect all the materials to explore thoroughly,through using of public management related theoretical knowledge to find the problems and the reasons one by one.Furthermore,in contrast to the process of building advanced city think tank to find out the direction of the development of local think tank,the conclusion is to be drawn.Firstly,this paper applies to the method of on-the-spot investigation and collects first-hand information to overview Xingtai local think tank construction picture,to find that the Xingtai City Local think-tank dividesinto party and politics think tanks,university think tanks,enterprise think tanks and private think tank,which express themselves through the Xingtai social science experts,the development of sand and development forum,which characterizes a leading official,range small,close to the traditional research achievements.It illustrates the importance of local think tank construction of scientific decision-making by using of functional analysis,including its positive role;It compares local think tank research in recent years and the actual conversion results by using quantitative analysis method.It gets the contribution data and the influence of local think-tank by using the questionnaire survey method and qualitative analysis method which concluding that the influence is weak.Secondly,through the expert personnel interview,consulting think tank set up relevant information,using the comparative research method,quantitative and qualitative analysis method to get the Xingtai local think tanks exist unreasonable organizational structure,operation and management of a series of problems such as weak defect,influence.Thirdly,it analyzes ten reasons for the existence of Xingtai local think tank through taking the literature review method,the use of public knowledge related theory from the community,the government,think tanks themselves in three dimensions.Fourthly,it compares with domestic key cities think tank construction is relatively mature,such as Wenzhou City,to learn from good experiences and practices,to find specific ways to solve the problems for the construction of Xingtai City,put forward the related countermeasure and direction of development from three aspects of society,local government and local wisdom library by using the methods of comparative analysis,causal analysis and empirical research method.In short,Xingtai local think tank construction is a great attempt in the new era of local decision consulting,which is conducive to the decision-making from the original customary decision-making to scientific decision-making,to the improvement of the decision makers,and to local governance to achieve “good governance".As a new thing,Xingtai local think tank construction is facing many problems,whose function has not been fully played out.How to improve the level of think tank construction furtherly? I draw three opinions and suggestions through the research: frist is the Society level,we should establish the scientific decision-making mechanism,which put the think-tank consulting into the public decision-making process;Moreover,we should establish the local decision-making advisory committee formulated for strategic development planning.The second is the Society level,to implement open government information,open to sharing information resources,to make full use of the "revolving door" mechanism of reserve talents,to expand funding channels,to encourage every donation business think tank.The last is the think tank level,the tank should be ensured its relative independence.Furthermore we should attach importance to brand building,strengthen the ability to guide local think-tank public opinion,establish local think-tank to communicate with the public platform,to guide the public political participation.
