Research On The Countermeasures To Enhance The Consulting Ability Of University Think Tanks In China

As an important part of the new think tank system in China,University think tanks play an increasingly important role in strategic research,management advice,personnel training,public opinion guidance and so on.In recent years,the state has proposed to build a number of Party and government trustworthy,useful,high level of intellectual service of new think tanks,the construction of University think tanks has entered a new era.Although some achievements have been made,some university think tanks in China still have some problems,such as low participation in policy consultation,poor quality of research results,weak decision-making influence and so on.These problems are ultimately related to the lack of policy consultation ability of University think tanks.According to the constituent elements and manifestations of the policy advisory ability of University think tanks,this paper draws up a specific analytical framework,and brings the problems existing in the policy advisory ability of University think tanks into this analytical framework.It classifies and analyzes the causes of the problems from three aspects: the root,the result and the essence.The domestic and foreign research theories on the policy consultation of University think tanks put forward concrete countermeasures and suggestions from the aspects of the guarantee system,the internal construction and management,the system mechanism,the culture and the brand of University think tanks for their participation in policy consultation.Through the improvement and optimization of the resource elements,the system elements and the cultural elements,enhance the consultation ability of the think tanks in Chinese universities.This article mainly adopts the following methods to explore the problems and Countermeasures of University think tank policy consultation ability.Through literature analysis,this paper combs the theoretical results of the participation of University think tanks in policy counseling at home and abroad,summarizes the characteristics and ways of the participation of foreign university think tanks in policy counseling,and compares the differences between domestic and foreign university think tanks in system,path,independence and influence by using comparative analysis method,and finds out the differences.The effective experience of the policy consultation of the think tanks can be used as a reference for improving the policy consultation ability of the think tanks of Chinese universities.Through the questionnaire survey on 37 University think tanks in Zhejiang Province,which are at the national average level,are investigated to understand the main status quo and existing problems of the policy consultation ability of the think tanks of Chinese universities,so as to make the research more realistic and more targeted.
