Study On Problems And Solutions Of Guangzhou Think Tank Participating In Policy Process Of Local Government

Think tank is an organization with high concentration of knowledge and rich intellectual resources,more and more attention has been paid by governments at all levels,they are so important in government decision-making.At present,the performance of think tanks participating in government decision-making is not effective,and there are still some problems in the process of participation in government decision-making,which has not yet played its due role.This paper reviews the previous fruitful research results.Starting from the basic concepts of think tanks,local governments and government decision-making,this paper expounds the basic situation and characteristics of different types of think tanks in Guangzhou,and sorts out their participation in the form,content and achievements of local government decision making.Based on this,this paper use participatory governance theory and policy process theory to analyze the existing problems of Guangzhou think tanks in the process of participation in local government decision-making from 5 dimensions: the participatory role is not clear,the participation motivation is low,and the participation ability is not strong;The participation in the form of participation is not perfect,the participation channel is not smooth,and the process of participation is not clear;The research exists in the content of the repeated homogenization,current research and basic research are not coordinated,and create a type of research exists the imbalance of follow-up study;The impact of participation in performance is insufficient,the performance of urban major development strategy is insufficient,the performance of participation in policy implementation is insufficient,and the performance of participation in policy evaluation is insufficient;The problems of financial guarantee,system guarantee and insufficient data information guarantee in the aspect of participation in security.Then analyze the cause of the problem.In view of these problems and the analysis of the reasons,the countermeasures and suggestions are put forward from 5 aspects: By strengthening the guidance and management of the development and construction of think tanks,stimulating the research vitality of think tanks,and strengthening the construction of talents in think tanks,we will stimulate the vitality of think tanks as the participants of government decision-making;By improving the platform carrier of think tanks participating in local government decision-making,unblocking the channels of transportation and transformation of ideological products,making clear the process of think tanks participating in government decision-making,enriching the form of think tanks participating in local government decision-making;By improving the collaborative mechanism of research and research,we should establish and improve the evaluation system of research results,enhance the innovative consciousness and level of think tanks,and expand the content of think tanks participating in the decisions of local governments;By enhancing the participation and influence of think tanks on the performance of urban strategic decision making,the implementation of policy implementation,and the effectiveness of evaluation,we can enhance the overall performance of think tanks in government decision-making.Through strengthening the funds guarantee,the system guarantee,the data information guarantee,improving the protection level of the think tank to participate in government decision-making.Through these countermeasures and suggestions,we hope to provide some ideas for helping Guangzhou think tanks participate in the decision-making process of local governments and promote the effective participation of think tanks in the decision-making of local governments.
