Inner Mongolia Moqi Investigation On The Use Of Rural Homestead

With the development of economy,the acceleration of urbanization and the growing income of farmers,the problem of "congenitally deficient" in the rural homestead management system is fully exposed.Rural homestead is not only the protection of farmers' housing,but it also plays a very important role in their working and living.China's rural homestead has such characteristics of"being obtained by application free of charge","indefinite use","subject specific","area statutory",and "limited circulation”.The management of rural homestead is an important part of land management.In the country,it is clear that the background of "perfecting the rural land management system","perfecting the rural homestead system,strictly managing the homestead and protecting the rights and interests of the peasant homestead" It is of great significance to investigate the use ofMoqi Homestead.In this paper,the farmers are the objects of the research.The author analyzed the questionnaire based on real data.It explores the situations of occupying too much area of rural homestead,too many numbers of rural homestead,idle of rural homestead,building rural homestead on agricultural land,illegal building,hidden circulation and difficulties in land registration.We want to find out the causes and influencing factors treat the approval process seriously;we suggest that the government should take back the extra and idle homestead;The government should solve the problem of the illegal use of rural homestead steadily.The government should protect the compensation system of the use and non-use of rural homestead;The government should protect the scientific transiton of rural homestead.The author provides some useful methods in the creative use of rural homestead,the improvement of rural social security system and other 3 aspects.We hope that this essay could provide reference for the use and management of the homestead of Moqi and protect the farmers' lawful rights and interests of their rural homestead and eventually maintain the healthy,steady and harmonious development of ethnic minority area.
