Establishment And Application Of Project Post-evaluation Index System For Postal Network

After implementing the restructuring of separation of government from enterprises,in order to enhance the drastic social market economy competition and improve the competitiveness for enterprises,postal enterprise achieve the transformation and upgrading of the enterprise through re-planning and layout of postal network projects.It should be evaluated to judge Whether the postal network project has reached the expected target of the postal enterprise and played the investment benefits or not.This paper points at deficiencies that existing evaluation of postal network project is only for a certain type of business,or a certain factor,or a certain stage of assessment of the postal network project,and before the postal network project optimal design without evaluation.A set of practical evaluation indicators and evaluation system is essential through research.This paper proceeds from the deficiencies of current research on the evaluation of postal network project,the postal network project to assess the object,setting the postal network as evaluation object,using the Logical Framework Method to construct evaluation index system of postal network project effected by multi-factor and multi-index,using Grading Method and Degree Success Evaluation to quantify the evaluation indexes,and using Analytic Hierarchy Process and Weighted Average Algorithm to construct comprehensive assessment models,and finally project post-evaluation index system for postal network is established,and make all the research results applied to the actual project.The results of this research have achieved a comprehensive,scientific and comprehensive evaluation to the postal network project.On the one hand to find out the key issues of postal network project and make timely solutions,on the other hand,the effect can be presented directly through all the evaluation index before and after upgrading of postal network,it can improve investment benefits,as well as to provide the reference when postal enterprise is going to carry out follow-up network upgrade project.The process and conclusions play a role in promoting the development of postal network and postal enterprises to adapt to the increasingly fierce marketeconomy competition.
