| Bidding procurement is one of the international common procurement methods,which is an effective method for selecting the best bidder among many potential bidders.It embodies the basic principles of fair,open and fair,by Chinese enterprises more and more widely recognized and used,and has become China's tobacco industry engineering service purchase and a main form,became the focus of the China national tobacco enterprise management.Due to China's tobacco industry adopts a system of special monopoly,industry internal and external capital operation dimension is big,every year there are more than one hundred billion yuan fee is through the bidding procurement implementation capital expenditures,so how to effectively solve the key problems existing in the bidding procurement and regulate tobacco companies bidding procurement program execution will help strengthen the tobacco enterprise management and cost control,and promote the further development of tobacco industry.Based on the development history of bidding procurement and the theory of tobacco industry procurement,this paper focuses on the system of tobacco industry procurement process,and puts forward the key problems in the bidding and management of tobacco enterprises as the main research object.First,in public bidding prone to flow phenomenon;two,there are irregularities in the implementation of the bidding process.Combined with the bidding case I participated in,I analyze the causes of the problem.To resolve the Optimization Countermeasures of key problems are put forward,combined with the tobacco companies in Henan province bidding for standardized management of exploration and practice make constructive suggestions for optimizing measures,solve the key problems of the tobacco industry in bidding.The research content of this paper has certain reference significance to the bidding management of other enterprises,and has taken another step towards the bidding target of "sunshine operation". |
