With the current situation that the fierce market competition, the refinement of labor division, the globalization and the low cost region like China, India are becoming the global manufacturers, more and more transnational corporations invest to build factories or perform global sourcing in those regions. Sany Company is famous as China’s leading enterprises of construction machinery, It product Concert of pump truck crane machinery, excavator machinery and also piling machinery, From the present, Its processing capacity is relatively large. Bidding is a key for the enterprises to win business, bidding strategy is an important manifestation of the enterprise management ability. Bidding is a comprehensive reflection of the enterprise management ability, market ability, cost control ability, technical innovation ability, market competition ability. Non-production material are very important for cost management for they are a key part material for the enterprise.This paper applied the tender procurement and supply chain management and relevant theories, on the base of comparison of traditional procurement and bidding, analyzed advantage of bidding. This paper analyzed the status quo and questions of bidding of non-production material Process for Sany Company. Then, based on the classification of suppliers in procurement of materials, classification, supplier database, evaluation standard, risk control procedures, established Sany company’s procurement control mode. At last, for the new proposal, this paper approved the control measures. The literature analysis method, historical analysis method, investigation and comparative analysis method are used in this paper, to study Sany’s non-production material bidding management.In today’s competitive market, in the case of considerable strength, strategic behavior and skills are becoming a decisive factor to the enterprise competition. This paper analyzed the bidding management for non-production material, analyzing its cost, risk and so on. It hopes to help the other enterprises in the industry.
