The Problems And Countermeasures Of Supporting Financial Support For Farmers In Panjin City

Agriculture is the foundation of economic and social development,is an important cornerstone of the country's long-term stability.As a large agricultural country,the bas ic position of agriculture in China's national economy is more prominent.In the proces s of agricultural development,both the construction of infrastructure and the optimizati on and upgrading of the industry can not be separated from the government's financial support.Increasing financial support for agriculture is of great significance to the healt hy and orderly development of agriculture.Under this background,based on the theory of public finance,public goods theory,agricultural investment theory,using the literat ure analysis method,ratio analysis method,system analysis and other research methods,research on the Liaoning city of Panjin province fiscal funds.The results show that the combination of the inter regional development of Panjin City,increase the financial support to agriculture,whether it is the absolute size or relat ive size,were significantly improved,2009-2016 fiscal strength is higher than 1,but th e financial supporting agriculture is far from meet the requirements.In the structure of agriculture funds,support for agricultural production and agricultural infrastructure inv estment continued to grow in two areas,agriculture,forestry,water vapor and other sec tors accounted for a relatively large amount of business,but the cost of agricultural scie nce and technology into less than three.With the support of financial funds invested in agriculture in Panjin City,to achieve the rapid development of the agricultural econom y,constantly optimize the agricultural structure,agricultural production conditions imp roved steadily,rural areas and farmers living conditions improved significantly.But Pa njin is the financial funds still exist certain problems,reflected in the total amount of ca pital investment relative lack of funds,investment structure unreasonable,financial inte gration is difficult,financial funds budgeting unreasonable,agricultural projects lack of scientific proof,low level of financial funds management and financial support post ev aluation mechanism to be improved.By ensuring mechanism of agriculture fund chann els of steady growth,optimizing investment structure,effective integration of funds,im prove the budget system,the implementation of agriculture project management and sc ience to enhance the financial funds management level and innovation of fiscal expend iture,to improve agriculture of Panjin City financial performance.Hope that through the study of this paper,can help to improve the level of financi al support for agriculture in Panjin,and help Panjin rural progress,agricultural law dev elopment and farmers.
