| Agriculture plays decisive role in national economy and it is closely linked to people's food as well as living goods.Meanwhile,agricultural technological innovation and sustainable as well as healthy development is the foundation of developing a country's comprehensive national strength..Considering that agriculture occupies large proportion in industrial framework of most countries,relevant scholars keep making creative efforts in relevant researches.However,the limitation agriculture due to its own characteristics cannot be ignored,which include vulnerability,positive externality and incomplete independence of agricultural products.For this reason,governmental capital support is required to input manpower to maintain and improve health of agricultural products as well as stability of supply.Nevertheless,many scholars discover that,the efficiency of national support and intervention of agricultural economy is low,so the key point of national finance shall be how to reinforce strength of intervention management while supporting agriculture so as to prominently enhance the efficiency of funds for supporting agriculture.The financial system in various countries consists of different levels,where they are in mutual supervision and constraint,but county-level finance is the most fundamental since it reflects the consumption levels of all fields.Meanwhile,the ratio of consumption amount of agricultural field in county-level financial expenditures directly reflects whether local emphasis degree on agricultural industry.At present,most scholars research agricultural economy from perspective of national-level financial expenditure and provincial mastery of agricultural science while the researches on county-level financial support in agriculture are few,which increased the challenge of topic research in this paper.By means of argument from example and introducing efficiency of Pengzhou financial support in agriculture,this paper goes deep into the following aspects:(1)subjectively analyzing various reasons depending on governmental support;(2)looking over the financial revenue and expenditure related data in Pengzhou during 2012-May 2016 and comparing the proportion of financial expenditure used for supporting agriculture so as to conclude the influence of Pengzhou governmental intervention on agricultural status,structure and efficiency;(3)analyzing the influencing factors of efficiency of Pengzhou financial support in agriculture;(4)presenting corresponding countermeasures.According to above survey and analysis,it is summarized that,(1)the healthy and stable development of agriculture cannot do without governmental financial support.Pengzhou financial department keeps increasing the support on agricultural annually through different growth rates,which indicates that,Pengzhou municipal government puts high emphasis on agricultural economic development,but the proportion of financial support in agriculture is low.(2)There are still obvious deficiencies in the structure of policy of financial support in agriculture.For example,only small amount of funds for supporting agriculture are invested in agricultural comprehensive development and scientific research,such limitation seriously restricts the effectiveness of policy of supporting agriculture.Therefore,governmental department shall adjust the structure of investing funds for supporting agriculture,guarantee practical effectiveness of financial input,and improve shortcomings in agricultural status.(3)The effect of Pengzhou financial support in agriculture is not obvious because the county-level financial power is weak and the funds invested in supporting agriculture just occupy small amount.In order to improve similar issues,it is necessary to Party Central Committee to make efforts together with financial departments in all levels.The regions with poor economic development,in particular,shall strengthen the use,planning and supervision of capital for supporting agriculture while carrying out capital support. |
