Agriculture is the foundation of a countryJs economic development and the support of the development of industry and service industry.As a big agricultural country,agriculture plays a more prominent role in the national economy.The CPC central committee and the state council have attached great importance to the work of agriculture,rural areas and farmers.Since 2004,the CPC central committee has issued a series of no.1 documents to address issues concerning agriculture,rural areas and farmers,promote the development of agricultural productive forces,raise farmers' income levels and promote the construction of new rural areas.A series of measures taken by the CPC central committee have injected strong vitality into the development of agriculture.At present,more and more people are paying attention to the structural adjustment,and the central government has also taken it as the main line of economic development,which brings new opportunities to the development of agriculture.Agriculture plays an extremely important role in county economy.Whether we can develop agriculture well will have a huge impact on social stability,narrow the gap between urban and rural areas,achieve the 13th five-year plan and even achieve the two centenary goals.Changshu is a large agricultural county in developed areas of jiangsu and zhejiang provinces,changshu has witnessed remarkable agricultural development in recent years under the support of the municipal government,but there are still problems such as agricultural mechanization,low degree of modernization and low income of farmers.In this context,this paper chooses changshu city as the target to study how to optimize the financial support for agriculture policy and better support agricultural development.To enrich and perfect the theoretical study of agricultural financial subsidies,changshu,strengthen the finance support agriculture work,scientific institutionalization and standardization construction,from the perspective of public management,this paper adopts the combination of theoretical research and applied research methods,using the theory of public finance,public product theory,the agricultural economy theory and relevant theory,using comparative analysis,investigation and research,literature research methods,such as in changshu city,summarizing financial support agriculture,on the basis of fruitful results,tightly around the changshu finance support agriculture policy optimization as the research object of the existing problems and the key research.This paper mainly analyzes the problems existing in the current policies from the aspects of input scale,expenditure structure,input mode and capital supervision.Then,combining with the advanced practice of foreign and domestic financial supporting agriculture policy,this paper puts forward the suggestion of optimizing the financial supporting agriculture policy of changshu city.In view of the problems existing in the financial policy of supporting agriculture in changshu city,corresponding Suggestions are put forward from the aspects of strengthening supporting agriculture,optimizing the structure of supporting agriculture expenditure,strengthening the integration of supporting agriculture funds and strengthening the supervision of supporting agriculture funds.In order to optimize the financial policy of changshu city to support agriculture,help changshu agricultural development contribute a little modest force.With the rapid development of agricultural mechanization and modernization,how to provide more effective supporting policies has become a key issue concerned by local governments.The formulation of financial policies to support agriculture is not a one-time project that can be completed once and for all.It requires us to combine the development of theories and technologies,update them in real work in a timely manner,and constantly improve them in terms of management and technology.
