In recent years,Taiyuan has made the effort in city transformation,so as to the urbanization continue to advance.Consequently,following pressure of external population,the accumulation of social wealth,and the widening gap between rich and poor,all these have brought an unprecedented challenge to social equity.At present,housing prices keep rising in Taiyuan,and many urban residents have no conditions to buy housing,and even some low-income families face housing problems.Under the guidance of the Central Government,the progress in the construction of affordable housing is developing rapidly.Affordable housing,including public housing,public rental housing,renovation of shanty towns and other affordable housing projects will provide a considerable amount of affordable housing resources.Nevertheless,these resources are still unable to meet the huge demand for housing.As a public fair distribution,the public housing resources is tenser.Therefore,it has become the top priority of social security work in Taiyuan to figure out how to develop housing security,increase the supply of public rental and distribute housing reasonably.What to make the limited public rental housing play a greater utility depends on the scientific and rational policies and the serious implementation of the relevant policies.The public rental housing allocation system is an important part of the entire system,and an important part of the implementation of public rental system.What's more,it is the key to embody fairness and justice.This thesis introduces the international and domestic research on the structure of public rental housing allocation system and the theory of fair distribution and summarizes the achievements,characteristics and gain and loss experience of many advanced countries,regions and cities in the public rental housing distribution system.Then reviews system and policy of public rental housing distribution in Taiyuan to grasp the basic direction of the system.Finally,the DEA evaluation is introduced for construction and implementation of the allocation of public rental system in Taiyuan City,and construct a theoretical model to demonstrate the feasibility of it,in order to further improve the Taiyuan city public housing distribution system,improve the fairness and efficiency of resource allocation.On the basis of above,the article analyzes and expounds the following views: First,the defects exist in the per capita income allocation object division standard of the current Taiyuan city public housingdistribution system is too simple,which cannot fully understand the application of family economic conditions and the level of housing difficulties,resulting in part of the rights and interests of some families are not guaranteed.Second,the application of public rental home income threshold is low,which does not meet the status quo of social development,there is a lag.Third,the urban households lived for two years,which limits the number of migrant workers access to the standard of employment to apply for public rental,which compressed the scope of protection,reducing the efficiency of public rental housing.Fourth,wave number allocation in the allocation of public rental defects is not only unfair,but also affect efficiency.Fifth,In the analysis and determine the impact of the allocation of public rental index system based on the construction of DEA distribution model with the ideal decision making unit which is set in the actual situation of Taiyuan city to verify,and confirmed that DEA is effective for the allocation of public rental.
