Practice And Improvement Of Rural Old-age Care In Jiangsu Province

In the 1980s,Jiangsu Province began to enter the aging society,with the severe problem of increasing rural population and decreasing birth rate.Regional difference has become a handicap to the fair and balanced development of the elderly care service industry.The design and exploration of the urban pension system has already made great achievements,in this case,the preferential policy of pension system began to pay more attention to the rural area.It also has made some progress in recent years.As we know,the number of public nursing homes is gradually increasing,the rural elderly are gradually willing to live in the nursing home,the construction of talent team is more and more mature and the quality of the service is primely improved.Although in traditional Chinese culture,respecting the elderly is regarded as a virtue,it' s not mature if we can not guarantee to provide quality services in a scientific system,also it will greatly differ from the elderly care guided under the normal policies.Jiangsu Province,as a spearhead of economic development in our country,has made a lot of measures in pension system policy,not only stipulate the warfare the elderly have in regulations,but also strengthen the transmission of warfare by means of providing comprehensive elderly care,which can join up the whole society and the family.In northern part of Jiangsu,most nursing homes can provide the elderly with comprehensive care.Besides day care and physical therapy,different nursing home can provide different services directly towards to disabled elderly in different situations.In case that the elderly are healthy,the nursing home will not put much restrictions to them under the rules.In the middle area,relying on Chinese Red Cross and China Aging Development Foundation,Jiangsu carried out Yaoyang caring movement,which pays more attention on disabled elderly.The majority of the elderly can apply the services from information service platform.In addition to introduce essential medical resources,some nursing homes also adjusted their services to home care style in order to reduce their feeling of strangeness.Meanwhile,Some reputable elderly in the country have a great influence,so that the government can easily hunt a job for them.The southern part has started a long-term planning of the pension system for a long time,nursing home residence,as the supplementary of home-based care,solved the pressing need for some families.It can greatly provide the service as home-based care,also can promote the quality of services with the methods of innovating the operating mechanism of nursing home,pushing the awareness of respecting elderly in community,and strengthening team personnel construction.In addition,relevant government departments joined up institutions and companies to organize recreational and sports activities to enrich daily life of the elderly.Although the government and the whole society have made a great efforts to the development of rural pension system,as the focus of reform and the difficulty of innovation,there are still a lot of problems to solve concerning the rural pension system.In the northern part of Jiangsu,there are lots of disadvantages such as lack of strong policy,lack of enough support,lack of innovation,draining of outstanding talents,waste of public resources and insufficient social participation.The central Jiangsu,unlike the northern part,have different problems:the elderly care service is monotonous,the financial support from the government is weak,the outflow if skilled person is sluggish,related policy and the quality of the service need to be improved.In addition,the southern part meets other challenges,like incomplete service,severe polarization,limited capital source,improvement of service quality,lack of market operation and development patterns.In this paper,the author will take the rural areas of Jiangsu Province as an example,describe the development of finance and pension system in this area,and analyze the quality of the elderly care service,with the method of discussing the disabled,half-disabled and healthy elderly in different part of Jiangsu Province.Based on this,the author will find out the existing problems and give suggestions to perfect rural pension system in the principal of case by case,by drawing on the experience of developed countries.
