Efficiency Analysis Of Precise Poverty Alleviation In Ethnic Areas

China is a vast country with a large population.Han Chinese make up the majority of the total population while other ethnic groups with substantial population scatter in remote mountainous areas.Therefore,in those areas,poverty issues are more prominent than that of other regions.Nowadays,China is vigorously advancing the strategy of taking targeted measures to alleviate poverty all over the country.And the focus of anti-poverty project lies in those regions where ethnic groups live.This article is about to discuss the situation of Hefeng County,which lies in the Enshi Tujia and Miao Autonomous Prefecture and is located in the Wuling Mountainous Region.The Wuling Mountainous Region lies near the boundary of China's western and middle areas.This part of region is one of the fourteen blocks which are extremely poor in China and is also populated by many ethnic groups.By discussing and analyzing how the targeted measures are taken in this area,we can explore the paths of poverty alleviation in ethnic regions and further expand the practical realization of the theories of taking targeted measures to alleviate poverty.In recent years,China has been vigorously advancing the targeted measures of alleviating poverty,and been giving special policy support for ethnic regions.For this reason,Hefeng County has been made great economic progress.This article will evaluate how Hefeng County has been taking targeted measures to alleviate poverty through three aspects: the satisfaction rate of common people,the efficiency of poverty relief work,and the outcome of poverty relief work.By conducting field trips and questionnaire surveys,and comparing different data,it can be concluded that the majority of people is satisfied with the current implementation of the targeted measures in poverty relief project.The poverty relief fund is effectively used.And the implementation of poverty relief policy is also quite satisfying.Therefore,it helps to develop the local economy and it proves that taking targeted measures in poverty relief work can effectively advance the regional economy.However,there are still many problems due to all kinds of reasons.For example,the poverty relief project failed many expectations mainly because of the imbalance of the policy.The staff ofthe project lacked qualifications.Those residents benefited from the project may become a target of those who could not get support from the project.Therefore,conflicts may arise inside the community.The county is not that rich to fully provide for the project so that the task is too heavy to be realized.It is very difficult to rise enough fund the meet the expected goals.And it could be hard to figure out the proper angle to develop the economy.By pointing out the existing problems and difficulties,this article lays out the reasons of why Hefeng County is in poverty,and gives a systemic proposal of advancing the mechanism of taking targeted measures in poverty relief work,enhancing the infra-structure construction,pushing forward the anti-poverty work through industry development,combining the new path of urbanization with taking targeted measures in poverty alleviation,improving the entrance level of the staff qualification.By laying out the countermeasures and advice for these seven aspects,the article tries to face the problems directly and therefore propose possible solutions.
