Research On Precise Poverty Alleviation Model In Ethnic Minority Areas Based On Fine Management

Poverty is a realistic problem that all the world and all mankind need to face.There are poor in the world any country,affect the development of a country,a nation’s poverty,legitimacy,or even related to a country government management so that poverty became each government bounden responsibility and mission.Different historical periods,different causes of poverty,and different modes of governance determine the different countries adopt anti-poverty measures.Since the reform and opening up,the Chinese government has carried out poverty alleviation and development by reducing poverty by nearly 200 million,contributing to the global poverty reduction by more than 70%.In order to consolidate the achievements of poverty alleviation and development,the new central government has put forward the concept of "precise poverty alleviation".At present,the country is in an orderly manner to carry out the precise battle against poverty,ethnic minority areas is one of the important battlefield.Precision poverty alleviation work is a very wide range of system management,covering almost all the party and government departments and sectors of the whole society.Therefore,the fine management theory is a good theoretical interpretation tool for the study of the precise poverty alleviation work in the minority areas of Liangshan Yi Autonomous Prefecture,Sichuan province.The traditional research on local government poverty alleviation focus more on poverty alleviation ability,the effectiveness of poverty alleviation,poverty alleviation mode,poverty alleviation policy,based on the fine management as a tool,from the main structure,management philosophy,basic methods and technical tools and application of four levels of Liangshan,accurate observation and analysis of poverty alleviation,find in ethnic minority areas the precise poverty alleviation work need to improve the place,and find out the countermeasures to further improve the level of refinement.This paper first examines the national and provincial and state level three in Liangshan’s poverty alleviation policy text design,from the policy subject,policy implementation,policy subject participation in the three levels of structure and function of the state of Liangshan poverty alleviation subject were combing.Then,from the management perspective,China’s decision makers to investigate the evolution of poverty concept and accurate concept of poverty alleviation focus,cultivating the main body of implementation and Liangshan policy of poverty alleviation precise concept of training and policy participation in poverty alleviation precise concept.From the point of view of the basic method,this paper lists the standardization of Liangshan poverty alleviation,the process of transaction processing,the coordination of organization and management,and the visualization of work information.From the tools and application of technology point of view,analysis of the Liangshan scientific development goal responsibility,continue to maintain the investment growth,poverty reduction,the implementation of a variety of innovative aid forms,assessment of the implementation of the accountability system in five aspects of the situation.Finally,according to the above research and analysis,the paper makes a detailedevaluation of the poverty alleviation work in Liangshan from the aspects of the poverty alleviation object,poverty alleviation measures targeted,the diversity of poverty alleviation subjects,and the satisfaction of poor people.According to the analysis,the results of the assessment,visible Liangshan poverty alleviation precise but very fruitful.There are still some problems in the poverty alleviation work efficiency,effectiveness of poverty alleviation and the third party evaluation.this paper also points put forward the corresponding countermeasures and suggestions.
