Study On Policy Support For Family Farm Development

Family farm is a new type of agricultural management entities which is advocated by the CPC Central Committee and the State Council in recent years.Good or bad the development process of family farms,the advantages or disadvantages of development performance,are particularly important to promote the development of modern agriculture and accelerate the realization of agricultural modernization in large agricultural province as Henan Province.And in the concrete practice operation,policy support will have a significant and far-reaching impact on the development of the family farm,Therefore, it is necessary to carry out a targeted investigation and analysis.This paper uses literature analysis,field research,comparative analysis and other methods,carries out an empirical study on the policy support of family farm,analyses the existing problems in the policy support of the family farm,provides theoretical and empirical support for further development and improvement. First,this topic describes the research background,clarifies a series of concepts and theoretical basis of the research on the new production and management mode,family farm.Then this paper combines with the collection of literature research,uses the field survey method,investigates and analyses various aspects in Runan Country,such as the basic situation of the government policy support for family farm,the development results.Based on the above analysis,the author finds out the factors restricting the development in Runan Country from the aspect of policy support absence----fuzzy cognizance standard,unhealthy land rotation system,deficient social service system, lack of operational norms and overall planning,lack of personnel training mechanism minimal development funds support,weak policy subsidies.Finally,combines with the above factors,the domestic and foreign advanced experience in the development of family farm,the author puts forward the following targeted policy recommendations: makes sound registration system,clears identification standards,establishes and improves the operation standard and the development planning, builds perfect land rotationsystem,creates the talent cultivation mechanism,improves social service system,increase policies and funding supporting.There are two points of innovations in this paper:researches on the development of family farms from the perspective of policy support;uses the family farm of Runan County in Henan Province as the field research object to conduct empirical analysis and quantitative research.
