| As the main economic lever of the transport industry,the reasonability of railway freight rate is directly related to the economic performance and development of railway transport enterprises.As the main transport object of railway,railway commodities freight rate are particularly inmportant.Recently,with the railway freight and supply side reform,China Railway Corporation promulgated and implemented the "competition for one price",rate floating strategy,and further expand the coal,oil and others’ rate range,which indicating the railway freight rate will be marketed.The original adjustment measures,which focus on transport rate as a means of macroeconomic regulation and control,is no longer suitable for the railway develop to the freight rate to be enterprise-style.Thus,how to adjust the railway freight rate scientifically and rationally and implement the rate floating policy of railway conmodities freight,is a key step for the railway to adapt to freight and supply side reform.In the first chapter,the introduction and literature review were described in detail.Secondly,it was pointed out the shortage of railway commodities freight floating rate which include lack the theoretical technical support,poor response to aging,no reflecting market characteristics.And then it concluded that transportation demand is the most important factor through the analysis of railway commodities freight rate floating.Starting from the characteristics of transport demand,it founds that demand volatility to achieve rate floating was more practical.Thus,it established the X-12-ARIMA model to separate four fluctuating components,containing trend,season,period and irregularity by using the transport volatility theory Through empirical analysis of quarterly volume data of railway commodities freight in H and G railway bureaus,the results were that got the quarterly volume fluctuation ranges and the main influencing component,divided the peak and low season according to the quarterly volume and fluctuation characteristics.According to the transportation price theory and the principle of railway commodities freight rate floating,the freight rate fluctuation model was established and divided into peak and valley season.In order to improve the railway commodities freight volume and the quality of business,the rate floating target were increasing the volume in valley season and the increasing profits in peak season.It discussed the optimal floating rate between the upper limit in national policy and the lower rate for basic business needs.Finally,it took the H Railway Bureau as an example to validate the scientific rationality and feasibility of the model.The corresponding suggestions were put forward by comparing the freight volume and freight income,before and after the floating of freight rate.And the appropriate recommendations were made to the actual operational risks from analyzing the limitation of the model. |
