The Research On The Post-evaluation Of Sustainability For Public-Private Partnerships Project

In recent years,with the continuous progress of China's urbanization process,the pressure of supplying utilities that governments facing is increasing.Howerer,the financial ability of the local governments is difficult to meet the rapid growth of infrastructure and municipal public utilities construction needs,Public-Private Partnerships in the field of infrastructure construction attract more and more attention.As a mode of financing between public sector and private sector which means co-operative business operation,risk pooling and pooling-of-interest,the participation of social capital can not only solve the problem of shortage of funds,also can greatly improve the construction efficiency and decrease cost,In the field of public services and infrastructure projects which the government has the responsibilities and suitable for market-oriented operation,Public-Private Partnerships has great application prospect.The post-evaluation of sustainability is a concrete application of the sustainable theory in the field of project post evaluation.because of the huge investment and the long life cycle,the accuracy and efficiency of investment decision of the Public-Private Partnerships projects deserve much attention.The post-evaluation of sustainability of the Public-Private Partnerships projects can not 'only correct the deviation of the project operation in time,lead the project to reach the goal of social and economical benefit of pre-set,but also can provide reference and guidance for the follow-up projects,improve the decision-making level,management level and investment benefit of the future projects,so as to promote the process of urbanization,improve the urban functions,stimulating regional economic development for investment purposes.At present,the system and mechanism of the public investment projects in China are constantly improved,and the rules and regulations are constantly well-established,and then the information feedback mechanism is gradually established and strengthened.But because of the particularity of PPP projects,such as the participation social capital and the profit demand brought by the quasi public property,PPP projects needs the special sustainable evaluation index system directed against the attribute of public private partnership.Based on the summary of previous research results,this paper starts from the essential characteristics of the PPP model,analyses the influence factors of PPP projects sustainability,constructs the past-evaluation index system including project operational sustainability,social and economic sustainability,sustainable technology,resources and environment sustainability and the sustainability of the management system and policy.This paper combines Multi-level Fuzzy Comprehensive Evaluation Method,and creates the AHP-FCE evaluation method using on the past-evaluation of the PPP projects.This paper is divided into five parts:Part ?,Introduction.It mainly introduces the realistic background and significance of the research,and defines the concept of PP model,post evaluation of investment projects,sustainability.This chapter summarizes the research status and development trend of the sustainable development index system at home and abroad,and the structure,innovations and shortcomings of this paper are also summarized in the part.Part ?,The theoretical basis of the post evaluation of PPP Project Sustainability.It mainly introduces New public management theory,sustainable development theory and project life cycle theory,and on this basis,the chapter analyses the essential characteristics of PPP projects,The frame structure of post evaluation of PPP project is proposed in this chapter.Part ?,Establishment of sustainability index system of post evaluation of PPP projects.This chapter analyses the influence factors of PPP projects sustainability,and constructs the past-evaluation index system including project operational sustainability,social and economic sustainability,sustainable technology,resources and environment sustainability and the sustainability of the management system and policy.Part IV,Post evaluation of sustainability of PPP project based on AHP--FCE evaluation method.Combine with the sustainability index system of post evaluation of PPP project which is proposed in Part III,the chapter introduces Analytic hierarchy process and Fuzzy comprehensive evaluation method,and creates the AHP-FCE evaluation method using on the past-evaluation of the PPP projects.Part V,Conclusion and suggestion.This part summarizes the conclusions and provides some suggestions for the public sector and social capital to improve the sustainability of the PPP projects.
