Research On Evaluation Of Highway Project Goal Sustainability

ABSTRACT:With the fast development of Chinese economy, the freeway, depending on the characters of nimble, quick, convenient, mobile, wide spread, easy accessibility and so on, has become the most important component of the Modern Comprehensive Transportation System. Meanwhile, the freeway's development promote the economic development, and also has an effect on the social and environment and so on. The sustainability evaluation for the object in construction project, including relevant external environment, internal conditions and the level of coordinate from inside to outside, is the important component of Post-Evaluation. The primary mission of the sustainability evaluation is that analyzing the object achieved in construction project and the sustainable development ability of project's objective evaluation and the factors of impact sustainable development with intention to formulate the measures to realize the object of sustainable development.Based on the clearly sustainable development connotation and related to the freeway's object in construction project, this article performs analysis to the content of sustainable evaluation for the object in construction project and establish synthesis index system for sustainable evaluation for the object in freeway's construction project. At the same time, the article profits from internationally fuzzy synthetic evaluation theory which performs fuzzy evaluation for single-factor and multi-factor. This article calculates the weight for each index by the calculating model is that used "the simplified-evaluation-revision", namely, using the rough centralism to simplify indicator system, subsequently used the analytic hierarchy process to calculate the index weight, finally carried on the revision to the weight using the entropy method.This article combines the Post-Evaluation for Ukraine freeway project (west Tianjin section), and carried on the sustainable evaluation for the project's object by using evaluation mentality and method designed in the article, which concludes the theory that the object's sustainable capacity of Ukraine freeway is very strong, and obtained the theory in this article is feasible and positive sense after the confirming the mentality and the method.
