Farmers are the main body of the agriculture, the owner of the rural areas.We emphasize the development of agriculture and rural economy, "rely on policy, rely on science and technology, rely on to throw", but these ultimately depends on Farmers'initiative creativity.They in the country engaged in agricultural production, driven by the development of rural economy.Many of the rural population, the transfer of rural surplus labor has become an inevitable, but in recent years, with a great deal of knowledge and skills of the young labor outflow of rural, significantly increased the proportion of the elderly population in rural areas. At the same time, outflow of rural resident population education level decreased significantly.With the blind flow of rural labor force and inhomogeneity transfer, a large number of rural areas the phenomenon labor aging, women, low quality, serious structural shortage of rural labor force left behind.Inhomogeneity transfer of rural labor to a certain extent and structural deficiencies, making the transition of rural development into a bottleneck stage. In many rural areas especially agriculture endogenous power is obviously insufficient.Agriculture and rural areas can not be effectively developed, and agriculture in the national economy foundation and action threatened, even influence, delay the agricultural modernization and the completion of a comprehensive well-off society in the process.This paper focuses on the structural characteristics of China's rural labor, to develop ideas on the basis of existing research, in-depth study.First of all, through the research on the current situation of the structural shortage of rural labor, we can grasp the structural characteristics of the rural labor force, and analyze the choice preference of the labor force. Secondly, based on the survey data of farmers in Hunan Province, using factor analysis method, the factors that affect the structural shortage of rural labor are analyzed.The results show that the structural shortage of rural labor is resulting from human capital, family, income and employment factors. And the human capital is the dominating factor. In other words, whether the remaining rural labor are skilled or trained is directly affecting the structure of rural labor. The second factor is family. The annual income of a family, the family population and soil management situations would contribute great to the structural shortage. The third factor is income and the self monthly income plays a dominating role. Employment is a less-affected factor and types of industries chosen by rural labor and working locations have an indirect influence to the rural labor shortage issue. Again, combined with China's actual conditions, from agricultural development, rural society, rural life, urban and rural relations, the process of urbanization five aspects to explore the impact of structural shortage of rural labor. Finally, based on the analysis of the results of the study, to better solve the problem of structural shortage of rural labor in China, put forward policy recommendations.
