"Food is the paramount necessity of the people, and land is the fundamentals of grain", land is closely related to the interests of farmers. Since the opening up and reform, with the development of rural intensive production, progressive increase of rural migrant workers, rising of rural secondary and tertiary industries, improvement of land utilization rate of agriculture, forestry and animal husbandry; and compounded by the support of state laws and policies, gradual explicitness of outline on rural land property right, progress of rural production technology and increase of marketization factors, rural land transfer right started under the promotion of various factors and was rapidly promoted in vast rural areas. Rural land use right transfer was also regarded as important topic and research direction at government decision-making level and research institutions (related to the issues of agriculture, farmer and rural area) for developing agriculture, prospering rural areas and benefiting farmers.This paper reviewed domestic and overseas research results on the status and theories of rural land use right transfer. It actively referred to successful examples of decision-making on rural land use right transfer and its concrete operation mode, and adopted questionnaire and field survey methods to master in detail agricultural production status and operation conditions of rural land use right transfer of Qiyang County, Hunan Province. Moreover, it closely combined with local economic conditions to put forward corresponding countermeasures and policy suggestions targeting at the bottleneck and problems existing in its current rural land use right transfer.
