Research On The Development Ability Of Peasant Cooperatives In Anhui Province

As a bridge and link between farmer households and the market,farmers'professional cooperatives have increased revenue for the majority of farmers while reducing transaction costs,effectively avoiding agricultural risks,and improving the competitive position of farmers in the market.In particular,since 2007,the Law of the People's Republic of China on Farmers' Professional Cooperatives has enabled farmers' professional cooperatives to obtain effective policy support,which has since opened the prelude to the development of farmers' professional cooperatives throughout the country.As of the end of the first half of 2017,there were three cooperatives in each administrative village on average in the country.Cooperatives were not uncommon in rural areas and the total number had reached 1.933 million[01]Farmers' professional cooperatives have gradually integrated into the process of building new rural areas and are the backbone of modern agricultural development.They have become an important new type of business in the process of agricultural development.According to the "Model Regulations for Farmers' Professional Cooperatives" formulated by the Ministry of Agriculture,it is emphasized that farmer professional cooperatives should not only focus on the development of quantity,but also pay attention to the improvement of quality.In particular,the construction of model society should be vigorously promoted,but there are still A large number of cooperatives suffer from bottlenecks in development,such as the small scale of cooperatives,unregulated operation and management,lack of funds,limited service types,and the small number of households that drive farmers,which restrict the development of cooperatives.In order to advance the development of cooperatives in a standardized,healthy,and rapid manner,it is an urgent issue for cooperatives and related government departments to improve the self-development capabilities of cooperatives.The data from this paper comes from research data of farmers' professional cooperatives in six counties and nine counties in Anhui Province in 2015.Based on the theory of firm competence and the theory of stakeholders,this paper uses factor analysis to evaluate the development capabilities of farmers' professional cooperatives and extract the basics of cooperatives.The capabilities of five areas,namely,the ability to protect,organizational development capability,service level capability,internal governance capacity,and brand building capability,can be used to comprehensively evaluate the development capabilities of cooperatives,and then measure the development capability value of cooperatives using the efficiency coefficient method.The results show that the value of development capabilities of farmers' professional cooperatives is generally not high,mostly concentrated below 70.In order to further study the influencing factors of the development capacity of farmers' professional cooperatives in Anhui Province,on the basis of the results of measuring the development capability of sample cooperatives,the OLS regression was used to explore the influencing factors of the development capabilities of farmers' professional cooperatives in Anhui Province,and the characteristics of the chairman of the cooperatives and cooperatives were selected.The analysis of the influencing factors of the development ability of farmers' professional cooperatives in Anhui Province in three aspects:their own organization and government.The regression results indicate that the characteristics of the director include the director's education level,length of service,previous occupational income levels,and relationship with agricultural product distributors.This has a significant positive effect on the development capabilities of the cooperatives.The cooperatives themselves include the number of cooperative members and their scale of operations.The degree of completeness of institutional operations has a significant positive impact on the development capabilities of cooperatives.The government's revision of new policies has a significant positive impact on the development capabilities of cooperatives.In order to describe in more detail the specific influence of various influencing factors on the development capabilities of cooperatives in different sub-locations,this paper finally uses quantile regression to explore the influencing factors of the development capabilities of farmers' professional cooperatives.The results show that:at different points,There are also differences in the factors influencing the development capabilities of farmer professional cooperatives.According to the main results of the research on the development capability of farmers' professional cooperatives in Anhui Province,this paper proposes several policy suggestions for improving the development capability of farmers' professional cooperatives in Anhui Province,in order to provide some reference for the future development of farmers' professional cooperatives in Anhui Province.Firstly,cooperatives should solve the problem of fund shortage of cooperatives through multiple channels including government,commercial financial institutions,and large-scale enterprises.In addition,cooperatives should pay attention to the cultivation and construction of human resources,including the cultivation of directors,general members,and professional and technical personnel of cooperatives.A strong professional team.The establishment and development of cooperatives requires the support of government departments.Maintaining friendly social.relations between cooperatives and relevant government departments is beneficial to the long-term development of cooperatives.Except for external factors,the degree of perfection of the internal organization system of the cooperatives is related to the standard and healthy operation of the cooperatives.A reasonable and efficient organizational system can guarantee the sustainable development of the farmers' professional cooperatives.Finally,cooperatives should focus on brand building,enhance the brand awareness of managers,and pay attention to the green of brand marketing.
