XF Group's Labor Employment Risks And Their Prevention

With the continuous norms of social and employment environment, and the awareness of workers' rights improving constantly, the probability of enterprise labor risk is greatly increasing, and the loss to the enterprise is also becoming bigger and bigger. As the largest tax company of Chiping County, XF group is a nonferrous metal electrolysis aluminum processing based family of private enterprises, with more than 30000 employees, currently faced with industry overcapacity, the pressure of transformation of the structure of production. And the elimination of backward production capacity, the construction of advanced equipment, make the simple goods handling and mechanical labor be replaced by machines and lines. The change of management approach of Group's new leadership, which aims at establishing the "nine thousand people" enterprise, makes the XF group currently faced with enormous pressure of human resources adjustment. On the one hand, we should lay off the poor ability and skilled employees, and on the other hand the group need to employ advanced production workers who can operate advanced production equipment, so the group is faced with huge risks of recruitment, labor contracts, social insurance in the process of recruit and layoffs. At the same time, as non-ferrous metal production based on the characteristics of the industry, XF group is also the hardest hit by the labor safety accident. How to deal with the labor risk is becoming the pressing matter of the moment of achieving a smooth production capacity to upgrade and saving labor costs of XF group.This paper is divided into six parts. The first part is the introduction. This paper mainly expounds the research background, research significance, literature review, research methods and research innovations and shortcomings. The second part is theoretical foundation of the enterprise employment risk, including risk management theory, strategic human resource management theory, the law about social insurance and labor contract. The third part describes the employment situation of XF group, including the general situation of XF group, present situation of employment, process of employment, investigation and analysis of questionnaire of XFgroup. The fourth part mainly describes the identify of XF group's employment risksby flow chart, and analyze the problems recognized. As a result, the main risks insist in recruitment, staff management and departure. According to the risks, this paper finds out the problems of labor risk management of XF group, and analyzes the reasons. The fifth part is the measures of labor risk prevention of XF group, which includes developing human resource strategic planning of recruitment, consummate recruitment identification process, formulate scientific plans of pre-job training program. During the service period, the group pays social insurance premiums onschedule and in full,strengthen production safety management, signs labor contracts legally. During the resignation period,the group needs to reduce the staffs legally, preserve evidences, pay attention to employees'needs, and make guarantee measures of employment risk.This paper takes XF group as the research carrier, with the guidance of risk management, strategic human resource management, labor contract and the laws and regulations of social security theory, and analyzing the employment status of XF group with the methods of questionnaire, interviewing, qualitative and quantitative analysis. To analyze the labor and employment risks may exist in each group part of the human resource management of XF, I use the method of flow chart. Combined with the reality of the operating conditions of XF group, proposed risk prevention measures need to comply with XF's human resources development strategy, in order to ensure the long-term implementation of preventive measures,1 finally put forward the labor risk prevention measures, hoping to make some contribution to the employment risk management after the XF group. As my theoretical level is limited, investigation and analysis of the experience is not rich, for the omissions and deficiencies, I will complete my study by continuous learning and practice.
