Analysis On The Difference Of Land Circulation Between Shanxi Province And Jiangsu Province From The Perspective Of New Institutional Economics

At present,China is focusing on the main line of structural reform of agricultural supply side,accelerating the pace of rural reform,increasing the intensity of structural adjustment.Rural land reform is the most basic and important problem,so it is very important to study the issue of land transfer.In recent years,Shanxi province and Jiangsu province have attached great importance to the development of land transfer,land transfer for promoting the development of rural economy in Shanxi province and Jiangsu province have played a certain role,but the development of land circulation in two provinces there is a certain difference.The differences of land circulation in Shanxi province and Jiangsu Province,and analyzes the causes of the difference between the two from the perspective of new institutional economics,there is a clear two problems in the development and summarizes experiences,has important significance for promoting the reasonable and orderly development of land circulation in Jiangsu province and Shanxi province.In this paper,from the perspective of institutional change,the historical analysis method is used to sort out the differences between the evolution of land transfer system in Shanxi province and Jiangsu Province,and analyze the differences between the two provinces.Secondly,with the method of comparative analysis,from the three aspects of the scale of land transfer,land transfer mode,and the direction of land circulation,the paper analyzes the differences of land circulation in the two provinces.Again,with new institutional economics,property rights theory and the theory of transaction cost analysis of two land transfer differences,finally puts forward the policy suggestions on the development of land circulation in two provinces,two provinces to promote land circulation is reasonable,orderly,healthy and rapid development.This paper draws the following three conclusions: first,land circulation in Shanxi province and Jiangsu Province,although there are differences,but they are moving forward,and land transfer in Shanxi province due to the relatively lowincidence,has great potential for development,Jiangsu province should explore more suitable land circulation development pattern,promote land circulation more efficient development.Still some common problems of the two provincial development in response to the needs,such as security,property stability,market mechanism of land circulation and improve relevant government functions and so on.Second,whether the property is clear,stable,is perfect,will affect the land transaction costs affect the enthusiasm of farmers,affect the rational and effective allocation of land resources.But the level of transaction costs will affect the quantity and price of land supply,thus affecting the smooth degree of land transfer people’s wishes and land transfer.There are differences in the development of land circulation in Shanxi province and Jiangsu Province,it is also due to the presence of the definition of property rights and transaction cost differences.Third,there is path dependent changes of land system,the past may affect the choice of the system now.Generally speaking,induced institutional change due to the influence of the economic and social development,more conducive to the development of land transfer.In this paper,there are two main innovations.First,analysis of the changes of land system process and the characteristics of Shanxi province and Jiangsu province from the perspective of institutional change,make analysis and the new institutional economics theory of property rights and transaction cost of land transfer two differences exist.Second,break through the limitations of previous studies in a province to compare the differences of land transfer,select Shanxi province and the higher level of land transfer in Jiangsu Province,analyze the differences between the two,the research object is novel.The problem is that in the use of transaction cost theory analysis of land circulation in two provinces of differences,not to build a quantitative model,just do theoretical analysis and examples of a lack of data support.In the future,still need to do deep research on the model of land transfer transaction costs,and thus more intuitive show the level of transaction costs.
