Piroblems,Causes And Countermeasures Of Food Safety Supervision In Hohhot City

"Food is the first necessity of the people and food safety should be given the top priority." Food safety is related to people's health, life safety,social harmony and stability. In recent years, with the rapid development of Hohhot's economy, the food processing industry has also developed and grown, the problem of food safety has become increasingly prominent, and food safety supervision is also becoming more and more difficult.By taking Hohhot City as the research object and using literature research, inductive analysis, comparative analysis, empirical research and other methods,this paper analyzes the causes of food safety regulatory issues according to the food safety supervision theory and a full understanding of food safety supervision problems in Hohhot City, and puts forward some feasible suggestions to improve the food safety supervision in Hohhot city by drawing lessons from the advanced practices and experiences of some cities and provinces in China and some foreign developed countries. These studies not only have the realistic meaning and the objective necessity, but also can provide the experience for the majority of domestic cities.Food safety supervision in Hohhot City has achieved some results,namely, the legal system construction of food safety work has been further strengthened; the responsibility system of food safety work has been perfected gradually; food safety regulatory capacity has been greatly improved; the convergence mechanism of food safety law enforcement administration and criminal justice has been improved; public food safety awareness has increased significantly and the long-term supervision mechanism of food safety has been initially formed. However, there are still a series of problems in food safety supervision in Hohhot city, such as too many links, lack ofeffective supervision, supervision of the emerging food industry is difficult and the absence of supervision; grassroots food safety supervision is weak,there are regulatory blind spots, supervision is not strong, etc. The causes of these problems are complex and multifaceted, including relevant supporting local laws and regulations are not perfect; food safety supervision system has not been completely reformed; the main responsibility consciousness of food production operators is weak; technical support for food safety inspection and professional talent are insufficient; food safety information construction is lagging behind; co-ordination mechanism between the departments are failed to fully play its role, etc.In view of the above analysis and research results, combined with the enlightenment from advanced experience of Fujian Province, Xiangyang City,Ji'nan City, the United States, European Union, Japan, Switzerland, etc, this paper puts forward countermeasures and suggestions to improve the food safety supervision in Hohhot city, which involves six aspects, namely speed up the construction of laws and regulations; innovate the regulatory techniques and methods; promote the healthy development of the food industry; strengthen departmental cooperation; improve the security capacity of food safety and build a co-prevention and co-governance pattern of food safety. Specific measures are to improve food safety regulations and standards;improve the detection technology; enhance the comprehensive strength of inspection; make use of "big data" and "Internet+" to accelerate the informatization construction of food safety; establish a comprehensive credit system and traceability system; promote the food processing park; promote the healthy development of the food industry; strengthen cooperation among departments; strengthen the comprehensive management of food; make food safety risk list; implement hierarchical supervision; improve food safety emergency management capability; strengthen the publicity and implementation of laws and regulations on food safety; strengthen the publicity of government affairs; correctly guide the direction of public opinion; play the roles of China Consumer's Associations and association of food related industries as a "bridge"; strengthen the public supervision, etc.All of these will make a reference to the municipal government and relevant departments to further improve the food safety supervision mechanism and strengthen the comprehensive management of food safety of Hohhot city in the future.
