Dinning counts most for people, of which safety comes first. Food safety is related to people's most basic needs of life, and it is the most important livelihood issue. However, in recent years, food safety issues such as food made by illegal cooking oil in Taiwan, Jiangxi diseased pigs, Shanghai Fu Food Events are shocking, which not only seriously harm the health and life safety of consumers, but also dampened the people's confidence in corporate integrity and government regulation. To some extent, food safety can be defined as a public product, and how government regulation mechanisms work on food safety will have the most direct impact on the health and life safety of the masses. Food safety is now a time of big ministry reform when the transfer of basic place has accomplished, ending the former situation of "Kowloon flood control", but food safety supervision in grassroots organizations still faces many problems to be solved. The food safety supervision in grassroots organizations is an important part of food safety regulation and the ultimate focus of food safety supervision, so it is a subject worthy of study.This article is divided into six parts. The first part is the introduction explaining the research background and significance of this article, analyzing the domestic and foreign research status in basic food safety regulation, introducing the research ideas and research methods, and putting forward problems to solve. The second part is the theoretical basis which defines the related concepts in this article and explains the related theory for the later research. The third part presents the contents of interviews from which we conclude the situation and existing problems of food safety regulation in H district of Chongqing, and the contents are personnel management, regulatory capacity, food safety legal awareness, cooperation and coordination between departments, laws and regulations, and food safety credit system construction of grassroots food safety regulatory. Then we conclude that food safety regulation in H district has six problems. First, the grassroots supervising team is not strong enough; second, the grassroots regulatory capacity needs to be improved; third, the food safety awareness is not strong; fourth, interdepartmental coordination and cooperation mechanism is not perfect; fifth, food laws and regulations need to be processed; sixth, the food safety credit system construction lags behind. The fourth part draws advanced experience of grassroots food supervision in Paris and Weihai, Shandong. First, law enforcement personnel is strong with technical support; second, the testing bodies work well; third, the source of food is well controlled with effective management; fourth, agriculture, food and public security coordinate efficient; fifth, third forces join to form the pattern of cohabitation. The fifth part puts forward some countermeasures and suggestions for grassroots which are improving the supervising network infrastructure system, supporting law enforcement protection and upgrading grassroots regulatory capacity, increasing public awareness of the law and mobilizing third forces to form the pattern of cohabitation, strengthening inter-sectoral coordination and making severe punishments to food criminal acts, perfecting the food laws and regulations, improving food safety credit system construction and so on. The sixth part introduces the basic conclusion, its inadequate aspects and follow-up study direction.
