Abstract/Summary:
Since the 1960 s, the study of human capital theory suggests that human capital is the important factors that affect economic growth. Over the past 20 years, China’s economy has experienced an average 10% of high-speed growth, the Yangtze River Delta and the Pearl River Delta region are two important areas. Research of human capital on economic growth in these two areas helps to understand the influence of the driving factor of economic growth, clear the actual role of human capital policies, guide future policy adjustments.This paper based on the theory of human capital, select 16 cities of Yangtze River Delta and 9 cities in the Pearl River Delta as the research object, based on the statistical data from 1998 to 2012, using the panel data model to measure the impact of human capital on economic growth analysis. In index selection, we choose GDP to represent the economic growth, human capital is represent by science and education spending per capita, the average salary and the number of science and technology service personnel. This paper analysis the influence of human capital on economic growth by panel data, and then select the industrial structure, transportation conditions, fixed capital investment as control variables, making further analysis of the influence of human capital on economic growth. Measurement results show that within the two areas, the average salary has a promoting effect on economic growth and a significant result; Science and education spending per capita is also promoting effect, Yangtze River Delta results significantly while the Pearl River Delta dose not significantly; Service personnel number of science and technology, the pearl river delta Yangtze river delta region has a relatively more obvious role in promoting. After considering the control variable, the measurement results of average wage, science and technology service personnel have no difference, science and education spending per capita effects positive on economic growth. On the whole:the average wages can better reflect the region’s economic development; Science and technology service personnel’s quality more than quantity will lead to regional economic growth; Public education expenditure and economic growth have no direct link.In this paper, using the perspective of human capital on the Yangtze River Delta, Pearl River Delta of construction to make reasonable suggestions. China at this stage should pay attention to the quality of investment in science and education, not blindly pursue the number of inputs. We should encourage investment in technology innovation, making the company’s human capital stock effectively create economic benefits, in order to achieve economic growth in the range of the entire community. Education is the key elements that constitute the human capital, the integration of university education resources to improve the quality of existing research employees, improve human capital. It is important reference significance for the promotion of sustainable local economic development in different regions according to the development of personnel training program targeted.
