Research On The Restricting Factors And Countermeasures Of Transformation For Tanning Enterprise To New-concept Manufacturing Industry

The present tanning industry in China is under the pressure of both manufacturing flowing back to developed countries and low-cost competition in other developing countries.There are also a number of living difficulties such as the elimination of export tax rebates,the rising cost of raw materials,the backwardness of equipment and technology,and the national high pressure environmental protection policy.Under such background,the pace of tanning enterprise development has been slowing down obviously.The enterprise economy has stepped into an era of poor profits.The traditional production model which relies on the advantages of cheap labor resource and high environmental cost is no longer meet the needs of social development.In order to achieve rapid development,it is necessary for tanning enterprise to speed up the transformation to the new-concept manufacturing industry which with the characteristics of "high value-added,high growth,high efficiency,low energy consumption,low pollution".For this reason to cope with external competitive pressures and resolve the plight of internal survival.Based on this,this paper studies the restricting factors and countermeasures of transformation for tanning enterprise to new-concept manufacturing industry.First of all,combined with the current development of tanning enterprises and the main problems faced,this paper clarifies the motivation of transforming the tanning enterprises to the new-concept manufacturing.On this basis,the paper makes a deep investigation and analysis on the factors restricting the transformation of tanning enterprises to the new-concept manufacturing industry through the field investigation and expert interviews.Secondly,in order to make clear the importance of each restricting factor,this paper uses the improved analytic hierarchy process to assign the weights of each factor.Firstly,the AHP based on system clustering is used to determine theweight of primary index.The results show that the environmental constraints are the primary factors that restrict the transformation of the tanning enterprise to the new-concept manufacturing industry,followed by the technical constraints,the operating constraints and the human constraints.Then,the AHP based on ordinal utility is used to determine the weight of secondary index.The final ranking results show that the five factors of the pollutant discharge is serious,the independent research and development ability is weak,the utilization of waste resources is low,the lack of innovative talents and the lack of brand building are the key factors that restrict the transformation of tanning enterprises to the new-concept manufacturing industry.Finally,according to the sequencing results of the restricting factors,this paper clears the steps of transforming tanning enterprises to the new-concept manufacturing industry.First of all,it is necessary to make plans of sustainable development of the enterprises.Secondly,we should pay attention to the improvement of the technology acquisition mechanism and the promotion of the soft power.Finally to shape the human resources to ensure the sustainability of business transformation.Therefore,this paper puts forward a feasible way for the transformation of tanning enterprise to the new-concept manufacturing industry which from the aspects of constructing green development mode,improving technology acquisition,shaping the soft competitive advantage and perfecting the internal talent training system.
