Study On The Influencing Factors Of China's Undertaking Of Offshore Service Outsourcing In The 3.0 Era

With the development of economic globalization and the global economic center's shifting to service industry,national enterprises are suffering intensifying competition.Offshore service outsourcing is becoming a kind of competitive strategy for its cost advantages and flexibility among Europe,the United States,Japan and other developed countries enterprise.Since the 1960 s,Offshore service outsourcing has experienced 1.0 era driven by the IT technology which was represented by computer,and 2.0 era driven by Internet and ICT industry,and then marched into the 3.0 age driven by a new generation of information technology,such as cloud computing,big data,and the Internet of things.The characteristic of this era is that enterprise's outsourcing strategy appears some fundamental changes.Offshore service outsourcing parties pay more attention to common value and deep integration of business processes,and the relationship between the outsourcer and the outsourcee changes from commercial relations to a strategic cooperation partnership.The third information technology revolution broadens the existing service outsourcing market,and at the same time creates new services demand.Service outsourcing industry presents new characteristics of intellectualization,platform-based,professionalization,and it plays an important role in national economy.Since "Thousand,Hundred,and Ten" project implemented by the ministry of commerce in 2006,China's offshore service outsourcing has improved the comprehensive competitiveness with stable macroeconomic environment,good infrastructure,policy support,labor cost and so on various aspects of advantage.China has become the world's second-largest offshore service outsourcee country,only after to India.Offshore service outsourcing industry in China is also facing many problems,such as related laws are not perfect;the structure of talent supply is imbalanced;outsourcing industry is highly fragmented;mastery of a new generation of information technology is not enough in-depth,etc.In offshore outsourcing services 3.0 era background,it has the very vital significance to in-depth study how our country should seize the new opportunities to promote the development of the offshore service outsourcing and optimize the industry,develop higher attachment value business.This thesis has six parts.The first part briefly discusses the background and significance of the topic,research contents and methods,and then reviews existing research literature at home and abroad from motivation and influence factors aspects.The second part reviews relevant basic theories,including the transaction cost theory,comparative advantage theory,resource-based theory and enterprise core competitiveness theory.The third part analyzes the development of global and China offshore service outsourcing situation.Around the financial crisis of 2008,global offshore service outsourcing experienced a downturn,and recovered slowly in recent years.The United States,Western Europe,and Japan are the major outsourcers,and India,China,and Ireland are the major outsoursees.emerging countries' advantages to undertake offshore service also rise gradually.China offshore service outsourcing market structure is gradually optimized.Service outsourcing industrial parks and demonstration cities are the main carrier of offshore outsourcing services in China.And then it introduces the 3.0 offshore service outsourcing connotation and characteristics in detail.The fourth part is on the basis of the above,analyzing the advantages and disadvantages of offshore service outsourcing industry in China under the background of the new era.The fifth part is the important chapters of this thesis.From the outsourcer,outsourcee and service outsourcing industry chain aspects,this part analyzes how the new generation of information technology affects offshore service outsourcing development.Next is the empirical analysis.Based on diamond model,the analysis select influencing factors of China's undertaking of offshore service outsourcing,from the factor conditions,demand conditions,related and supporting industries,enterprise's strategic structure and competition,government five point.And it collects 24 provinces and autonomous regions panel data from 2006 to 2014 to conduct regression test.The sixth part puts forward policy suggestions at government and the enterprise level.The emphasis of this thesis is analysis of cloud computing,Internet of things,big data's impacts on the offshore service outsourcing industry in China.Emerging technology not only bring new opportunities,but also forms the new outsourcing content,delivery mode and competition pattern,providing new impetus for the service outsourcing industry development.Keep pace with The Times,this thesis attempts to do a interdisciplinary research combining information technology and international trade,and draw the conclusion:In offshore service outsourcing services 3.0 times,in addition to the human resources,labor cost,infrastructure,demand scale,the legal level put forward by past studies,the new generation of information technology is also playing its important role on China's Undertaking of Offshore Service Outsourcing.China should encourage service outsourcing enterprises to promote high technology and high value-added business,and realize the transformation and upgrading,extending the industry value chain.At the same time,China should put offshore service outsourcing into national development strategies,and let it play a demonstration leading role in emerging industries.
