| Urban land reserve system is one of the land institutional reforms in China,with an origin which could be traced back to the advanced experiences of land management of foreign countries.Though its implementation have only been a relative short period,it do achieve the expected purposes such as regulating the land market,optimization of urban land resource and play an important role in smoothing the process of urban construction and economy development as well.At the same time it should be noticed that the enforcing of this system has also led to some problems such as the high property price resulted from high land price.Most of the researches on urban land reserve system are qualitative till now,generally focusing on the assessment of its implementation at a specific time while seldom paying attention to a time span study.Therefore evaluation of the system performance during a specific period is necessary.Based on the aim of land reservation,an indicator system including four aspects,i.e.,controlling,regulating,intensive use and security of urban land resource,is proposed consisting of 9 indicators.The indicator system was multiplied to evaluate the performance of the land reserve system in Nanjing City during the period from 2009 to 2013.The achievements and the space for improvement were summarized and the reason of the latter analyzed.In the end the counter measures were proposed to better enforce the land reserve system in this city. |
