Land has the particularity and is non-renewable resource without which humans can not survive.Our country’s land reserve system was preliminary established with the sign of Shanghai real estate center founded in the 1990’s.It’s the inevitable outcome of every city’s economic development,by perfecting the establishment and development of land reserve system,it is conductive to the optimize allocation of land resources,and improving the efficiency of land use,securing land income distribution more reasonable,conducting to the overall ascension of the public service level,ultimately,achieving the goal that promoting orderly development of the whole city.Pukou District,lying in Nanjing of Jiangsu Province,began to explore the implementation of the land reserve system in about 2002,has been in the land reserve practice for 14 years and made some achievements.It has been not only further built and carried out active exploration and useful attempt to perfect the land reserve system,but also both to ensure the reasonable allocation of construction land and the optimal allocation of resources.This article embarks from the meaning of land reserve system and analyzes the cause,t he operation mode,the sources of funding,the cost of land reserves and the supply and funds guarantee of it systematically.Through introducing the’ overall situation of land reserve and land acquisition at Pukou,it in view of analyzing the cost of purchasing the sample plot,calculate the land increment profit.And it’s also put forward to strengthen the government macroeconomic regulation and control,such as establish an unified management of land reserve to perfect the reserve fund management mechanism.In the mean time,to standardize the land compensation and effectively control the land purchase cost,the land reserve system at Pukou also guide the land supply reasonable and inhibit the excessive growth of land prices.Finally,on the basis of protecting the red line of arable land,it fully resolve the contradiction between the construction land demand and the cultivated land supply.It both guarantee the land supply for urbanization and adherence to the bottom line of cultivated land,earnestly take on the task of city construction.
