The Research On The Issue Of Human Resources Development In Rural Areas Of China

Our country is not only rich in agriculture but also in human resources. Agriculture is the foundation of national economy, and farmers account for the vast proportion of our population. The sustained and stable development of economy is inseparable from the development of agriculture and rural areas. Since 2004, the rural issues have been constantly focused on in the central document for 12 years, and the employment of farmers and the increasing of farmers' income was directly mentioned in the first document of 2004.The key to solve this problem is the efficient conversion of rural human resources to human capital, which can make farmers highly employed and improve the quality of farmers. However, the relatively low quality of farmers and the structural imbalances hindered the development of rural economy and the increase of farmers' income. Moreover, the current generation of migrant 80,90 is different from the older farmers in characteristics. Which lead to new difficulties and challenges in the transformation of rural human resources into human capital.Human resource development is the key to the development of productive forces. There are 1.3 billion people in China, in which eight hundred million are in rural areas. The large number but low quality of rural human resources has become a huge obstacle to the rural economic and social development. The developing of rural human resources and the training of qualified new farmers are strategically important to our goal of building a well-off society.How to transfer our rural human resources into human capita effectively becomes an important topic in the new rural construction. Based on the theory of human resources and human capital, the article analyzes the situation and difficulties of the current rural human resources, explores how to develop the existing human resources, and transfer it into human capital, and construct a newly socialist countryside.The first part mainly introduces the purpose, significance, current research, basic contents and structure, research ideas and methods of this subject. The second part analyzes the human resources theories, including some related concepts and basic theoretical and lays the necessary foundation for the following study. The third part introduces the experiences of human resources development and revelation of some countries. The fourth part analyzes the current situations of our rural human resources. The fifth part analyzes the problems and cause of the transformation of rural human resources into human capital. The sixth part mainly gives some suggestions on the transformation of our human resources to human capital.
