Study On Operational Mechanism Of Hunan Tobacco Professional Cooperatives

Since 2007, the tobacco growing areas promote the construction of the farmers professional cooperatives; the effective integration of land, human, material and information to factors of production, use of tobacco production infrastructure implementation of professional services, promote the tobacco production by the traditional single family scattered planting modern tobacco agriculture transformation. But the development of farmers professional cooperatives in our country is still in the initial stage, some cooperatives figurehead, a mere formality, uneven development between regions, internal operation non-standard resulted in cooperatives function does not work properly. Through the exploration and practice in recent years, Hunan province tobacco professional cooperatives has been rapid development. However, due to the organizational structure, professional services, asset management, earnings distribution and other aspects of the problem, resulting in self development ability is not strong, the internal management is not standardized.Based on this, this paper studies the operating mechanism of tobacco professional cooperatives in Hunan province by using the principal-agent theory, organizational structure theory, income distribution theory, comprehensive risk management theory as the theoretical basis. First clear the particularity of tobacco professional cooperatives in the promoters, function orientation, attention, operation time and risk assets specificity, introduces. And the operating mechanism of the cooperative operation and the relationship between the various mechanisms are introduced, including the management decision-making mechanism, service management mechanism, financial management mechanism, risk management mechanism, supervision and incentive mechanism. Then to Hunan province 76 farmers cooperatives research collected information analysis summed up the development status and the operation mechanism of tobacco professional cooperatives in Hunan province; Then through the Fengfa professional cooperatives and Jingchun professional cooperatives of tobacco case analysis, summarizes the successful experience of its operation and disadvantages, finally put forward the perfect phase of Hunan province tobacco farmer professional cooperatives operating mechanism of relevant countermeasures and Suggestions; To promote tobacco professional cooperatives in Hunan province and even the whole country healthy and efficient development, realize the goal of modern tobacco agriculture in our country in an all-round way.
