Research On Operation Mechanism Of Farmers’ Professional Cooperatives Of Henan Province

Farmers’professional cooperative is a new type of organization of agricultural production in recent years. Farmers’ professional co-operatives can unite individual farmers and give full play to the advantages of the organization to achieve scale production, gain technology, increase financing, reduce risk and improve the quality of agricultural products. Farmers’ cooperatives play an important role in increasing farmers’income, improving agricultural efficiency and solving the "agriculture, rural areas and farmers’ problems". Henan is a big agricultural province, farmers’cooperatives develop rapidly with the motivation of government. There are many problems in cooperatives’internal operation mechanism and the development quality and standardization level is still low with the rise in the numbers of cooperatives.This paper expounds the development status of farmers’ cooperatives in Henan province, analyzes the present situation of its operation mechanism and the problems, points out the problems of government behavior, explores the cooperatives’ internal incentive mechanism, decision-making mechanism and supervision mechanism emphatically by constructing a few game models based on this. This paper puts forward some suggestions to perfect the operation mechanism of farmers’ cooperatives in Henan province on the basis of the experience of domestic and foreign development of farmer cooperatives.First, this paper clears the research object and introduces the development experience of the advanced countries and regions. This paper defines the concept of farmers’ professional co-operatives, differentiates and analyzes with the related concepts and describes cooperatives’ mechanism. This paper gains four suggestions through the introduction to development experience of farmer cooperatives at home and abroad:the government should improve relevant laws and regulations, strengthen policy support, perfect organization and perfect service.Second, this paper analyzes present situation and problems of the operation mechanism of farmer cooperatives in Henan province, and analyzes the government behavior. This paper introduces the development status of farmers’ cooperatives of Henan from several dimensions, analyses the operation mechanism of the farmers’ cooperatives in Henan province thoroughly and expounds the five problems of government behavior.Third, this paper analyses the incentive mechanism, decision-making mechanism, and supervision mechanism of the cooperatives based on game theory. This paper designs "effective rate" of homogeneity cooperatives and finds its factors and the mutual relationship between factors. The game model analysis of the decision-making mechanism shows that the result of the game will be "director doesn’t seek personal gains, members participate in decision making" by reducing the cost of members to participate in decision-making and increasing the interests of the members getting back. The game model analyses of the supervision mechanism make an explanation to the situation of supervision mechanism of cooperatives.Finally, this paper improves the operating mechanism of farmer cooperatives in Henan province from the two aspects of the government and cooperatives, puts forward the government adopt incentive support and supervision norms policy and cooperative itself value system construction, improve the operating mechanism.
