On the basis of a comprehensive grasp of the current research, this paper first introduced the quality and safety of agricultural management theory, asymmetric information theory and game theory and other basic theoretical knowledge; Secondly, it analyzes the main problems of quality and safety of agricultural products existing according to the 1180 agricultural product quality safety incident collected. Holding that the main reason of the quality and safety of agricultural occurring biological pollution, chemical pollution and physical pollution, and that aspects of quality and safety of agricultural events are growing/ fanning areas, processing areas, circulation, storage areas, sales and other links. Then starting from the mechanism farmers' cooperatives guarantee the quality and safety of agricultural products, a game model is built, optimal production and optimal state probability of farmer cooperatives and farmers are obtained;In the empirical research on the quality and safety of agricultural influencing factors, this paper analyzes 130 questionnaires by constructing Probit regression model, holding that the factors affecting the agricultural production process are the age, gender, farming life and years of joining cooperatives, that factors affecting understanding of "quality and safety of agricultural products law "are education, farming life and age of joining cooperatives; that the factors affecting farmers' concern about food safety are the age and educational level, factors that affect farmers' evaluation on the cooperative regulatory are age, education level and engaging agricultural life, factors affecting farmers' income is the level of education, farming life and years of joining cooperatives, factors affecting brand understanding is education; factors affecting whether trained or not are gender, farming life and joining cooperatives'age; factors affecting whether cooperative favors production safety are sex, education level, age, and joining cooperatives engaged in agricultural life. According to empirical results, we propose the following suggestions. First, we should establish a scientific operational mechanism; second, guiding members' normative production is necessary; third, relying on training, improve service ability of cooperative members, and creatively promote quality and safety of agricultural knowledge, Finally, farmers' cooperatives should create its own brand...
