Highway,as an important economic infrastructure on our country’s economic take-off,plays a huge role in promoting,luqiao industry development in our country plays an important role in the development of the national economy,but also led to the rapid development of related industries,promoted the rapid development of local economy and society,so as to improve the economic benefits of the whole society.Highway construction projects are large infrastructure construction project,as a capital-intensive industry,its characteristics of high technical standards,involve wide,capital demand,investment return period is longer,the construction period is longer,restricted by the surrounding geological environment is larger,the system of laws and regulations,such as influenced by the external policy environment,the financing channels and means will directly affect the construction and development of the highway.The National Development and Reform Commission、Ministry of Foreign Affairs and Ministry of Commerce have jointly issued 《Promote the co-building vision and action of the Silk Road economic belts and 21 centuries Sea Sill Road 》 which has put forward that connectivity infrastructure is priority areas of “One Belt and One Road” building on March 28.2015.According to the up to date publish of Ministry of Communicatioan that China will construct 51 thousands kilometers highway to reach 85 thousands kilometers long total.In the next five years the total capital of constructing highway will need at least 1000 billion RMB.But the government financial channel will only supply 40% funds and that the government authorities and non-operating funds will invest proportion on the decrease which make the financing gap will very large.The highway construction of Inner Mongolia has started later comparing national lever.At present the development lever still relative falled behind.The first highway of Inner Mongolia is Hohuhot and Baotou Highway builded in 1997.Through 10 years development,structure of road net of Inner Mongolia is getting great optimized and road mileage reached 147 thousands kilometers,the highway mileage reached 1879 kilometers.But the need of highway is still out of proportion with the development of economy.In the past years the Erdos East Road and Bridge Group has learned the experiences and construction financing from developed countries and then taked multiple attempts and innovation,gained much experiences and also produced many problems.Face to the huge investment in highway construction required,supply and demand of funds have became prominent increasingly.The funds is the key to solve highway construction.Therefore,in order to solve the problem of highway bridge construction funds shortage,solve the highway Bridges influence on economic development,optimize the financing mode of highway bridge construction,this paper takes the Erdos East Road and Bridge Group as the research object,combining the successful experiences of foreign road and bridge financing mode,analyse the present financing situation of the Erdos East Road and Bridge Group according to its capital source.Conclud and summarize the present financing problems and then optimize existing financing channels and open up new channels,aimed at enhancing the capacity for sustainable development of the road and bridge industry.
