Research On Incentive Mechanism Of China’s Public-welfare-oriented State-owned Enterprises

At present,the reform of state-owned enterprises attracted more and more attention,the problem of employing mechanism and management mechanism state-owned enterprises in the market economy environment exposed more and more obvious,has become the urgent problem in the development process of state-owned enterprises,and public-welfare-oriented state-owned enterprises is the key and difficult point in the reform of state owned enterprises.public-welfare-oriented state-owned enterprises is the enterprise that usually have a franchise,take the social benefits as the main operating target,provide quasi public products to the society,and need government subsidies in a certain period of time and in certain areas.But at present,the operating efficiency of China’s public-welfare-oriented state-owned enterprises is low,and lack of relevant incentive regulation mechanism,the development of public-welfare-oriented state-owned enterprises encountered a bottleneck.Therefore,the analysis of the status of public-welfare-oriented state-owned enterprises and the reasons for the low efficiency,and the construction of targeted public welfare state-owned enterprise incentive regulatory mechanism are the focus of this paper.The main content of this paper is divided into the following parts:1.Describe the theoretical basis and literature review of the public-welfare-oriented state owned enterprises.Firstly,analysis and classification of state-owned enterprises from the angle of history,and review the classification standard of state-owned enterprises;followed by the theoretical literature review of public goods,public-welfare-oriented state-owned enterprises is mainly to provide public products and services;the last is the incentive regulation of literature review,state incentive regulation theory,analyze different incentive regulation measures between different scholars.2.Analysis of the characteristics and low efficiency of China’s public-welfare-oriented state-owned enterprises.Discussing the nature of public-welfare-oriented state-owned enterprises by organizing the relevant information,and there are two obvious characteristics of public welfare state-owned enterprises,namely,the goal of social benefit first and the need of subsidy of government subsidies.And through the analysis of the behavior characteristics and the defects of the existing supervision system of the public-welfare-oriented state-owned enterprises to explain thereasons for the low efficiency of the welfare state-owned state-owned enterprises.3.Design the game model of the public-welfare-oriented state owned enterprises between the government in china.Through the analysis of the the behavior of the public-welfare-oriented state-owned enterprise managers and the behavior of the government,establishing the game model of managers behavior between government behavior to explain that managers will choose the lazy behavior to the pursuit of more government subsidies to maintain the normal development of the enterprise in the lack of effective government regulation of the situation.At the same time,this paper constructs a dynamic reputation game model of public-welfare-oriented state owned enterprise manager that obtain fixed salary,and analyzes the determinants of different behaviors,so as to provide some ideas for the supervision of government departments.4.Construct incentive regulation mechanism of public-welfare-oriented state owned enterprises in china.The target of public supervision of public-welfare-oriented state-owned enterprises in China is to achieve economic benefits when the goal of social benefits has ensured.And then through three interrelated mechanism: Information disclosure mechanism,incentive competition mechanism,enterprise performance evaluation mechanism,compose the incentive mechanism of China’s public-welfare-oriented state-owned enterprises,and by analyzing the case to that effect.There are three possible innovation points in this paper:(1)Investigate the nature of public-welfare-oriented state-owned enterprises,analyze the deep reasons of low efficiency of enterprise;(2)Design the game model between the public-welfare-oriented state-owned enterprises and government departments,demonstrate the behavior between government and enterprises,and put forward the demand of constructing the incentive mechanism of public-welfare-oriented state owned enterprise in our country;(3)Construct China’s incentive mechanism of public-welfare-oriented state-owned enterprises,promote public-welfare-oriented state-owned enterprises to improve the operational efficiency.
