With GK group owned by a larger state-owned enterprises in the modern commodity concrete production XD company as the research background, in recent years exposed many problems in performance appraisal work, by using questionnaire survey, interview method, literature study, etc., the company internal and external environment, present situation and problems of performance appraisal implementation and process of performance appraisal system research, to summarize its characteristics, advantages and disadvantages analysis, the phenomenon in view of the lack of strategic management in related interview investigation and results analysis, comprehensive evaluation of the performance appraisal process, for the company to design and establish scientific and effective performance appraisal system, and provides the enterprises with similar performance appraisal problems for reference.This paper focuses on the bituminous concrete industry first-line employees performance appraisal problems, from the perspective of strategic management, to the humanistic care of employees as the breakthrough point, by means of scientific and reasonable performance appraisal, achieve the purpose of the enterprise, employees and win-win, create the motivational mechanism of performance appraisal, further stimulate the frontline staffs work enthusiasm. The study through the integrated use of balanced scorecard, key performance indicators (KPI) method, target management, a 360-degree feedback method to develop a line of core position performance evaluation index, and on this basis, to compile the XD company performance appraisal system. Present situation and the goal of this study is to clarify the goal of enterprise management, expounds how to conform to the enterprise internal optimization design their own development of performance evaluation system and its application to the human resources work in implementing ideas and operation method; On the basis of analyzing the disadvantages of traditional performance appraisal, the more deeply expounds how to construct modern enterprise performance management framework, and the implementation of management environment and organizational conditions.Guided by the company's strategic objectives, by optimizing the design of XD company frontline staff pertformance appraisal system, pay attention to the assessment in the process of communication and result feedback, combined with the compensation system optimization, effectively reduce the frontline staff complaints and dissatisfaction for the current performance appraisal work, for the improving of the performance management in the future work laid the foundation and improvement.
