The "13th Five-Year" development plan for strategic emerging industries proposes to accelerate the global deployment of the industrial chain,innovation chain,and value chain.By 2020,the annual growth rate of the ownership of inventions and patents will exceed 15%,and the proportion of industrial added value in GDP will reach 15%.Although China's strategic emerging industries have developed rapidly,there are still some problems such as low overall innovation level,insufficient independent innovation capacity,unbalanced industrial development,resource misallocation and efficiency loss.In view of this,this thesis takes the industries on which the strategic emerging industries depend as the research object,attempts to measure and analyze the efficiency loss in the innovation development process of each industry,discusses the influencing factors of the efficiency loss,and puts forward corresponding suggestions to provide a reference for reducing the innovation efficiency loss of the strategic emerging industries.Based on the theory of innovation value chain,efficiency loss,etc.,and combining with the research of domestic and foreign scholars on strategic emerging industries,this thesis rationally divides the innovation stage of strategic emerging industries and constructs the input-output index system.The stochastic frontier analysis method is adopted to measure the efficiency of the three stages of strategic emerging industry R&D innovation,achievement transformation and product innovation in 2016-2018,and comparing and analyzing the efficiency loss differences of each segmented industry.On this basis,exploring the factors that affect the efficiency loss at each stage,and finally putting forward targeted countermeasures.Through empirical analysis,the main conclusions of this thesis are as follows:(1)The innovation efficiency of each link of strategic emerging industries does not realize the synchronous development trend,the efficiency of achievement transformation is the highest,followed by the efficiency of product innovation,the efficiency of R&D innovation is the lowest,and the overall innovation level of the three links has a large room for improvement.(2)There is obvious heterogeneity among industries,and the innovation gap is large.The new energy industry has the highest efficiency in R&D innovation,and the new generation information technology industry has the highest efficiency in achievement transformation and product innovation.The energy conservation and environmental protection industry has the lowest innovation efficiency in R&D innovation and achievement transformation,and the new energy industry has the lowest product innovation efficiency.The biological industry has the largest gap among different industries and the efficiency of achievement transformation is generally higher,while the new material industry has higher product innovation efficiency among different industries.(3)R&D expenditure intensity has a significant positive impact on R&D innovation efficiency.R&D personnel intensity,industry-university-research cooperation degree and R&D innovation efficiency have a significant positive impact on achievement transformation efficiency,while R&D expenditure intensity,government support and achievement transformation efficiency have a significant negative impact on product innovation efficiency.This thesis puts forward four suggestions: first,giving priority to research and development,optimizing the allocation of innovative resources;second,subsidizing funds in a rational manner by stages;third,strengthening the leading role of enterprises in innovation in strategic emerging industries,and giving full play to the technological support role of universities and research institutions;fourth,making up for the shortcomings of each innovation link,so as to realize industrial collaborative innovation.
