Research On The Creation Of Smart Cities In Henan Province

With the speeding development of urbanization process, the problem of urbanization in our country is also revealing. Traffic congestion, environmental pollution is raising more and more complain. On the other hand, global warming is also threatening the survival of mankind, so energy conservation and emission reduction become an important goal of government work. IBM proposed the wisdom of the city from the Angle of science and technology, to solve the problem such as urban construction low carbon development, intelligence development provides a realistic way.This article first analyzes the connotation of smart city and low carbon economy, and then discriminates the internal logic between them. Smart city is an impartment goal of city construction, and the low-carbon road is a necessary choose to this goal. On the basis of the key projects of city construction, this paper analysis the role of smart transportation, smart energy and smart building in the development of low-carbon economy.Second, through analyzing the related data of Henan province, this paper builds the evaluation index system of smart city, including three reference layer---low-carbon wisdom production, low-carbon wisdom consumption, and low carbon technology--- and ten observation indexes. This article uses the factor analysis method to analyze smart city and low carbon economy development level of Henan province and uses the SPSS software to rank all the cities of Henan province in low carbon economy construction. From the analysis results, it can conclude that Zhengzhou, Luoyang and Kaifeng are on the top, which implicates that as pilot smart city they've achieved remarkable achievements in the construction of low carbon economy.Third, it points out that there are some problems in the process of smart city construction, like planning and management problems; weak information infrastructure and lacking of public participation. In the last, this paper proposes solution scheme which needs government to build global scientific development plan; cultivating talents, encouraging innovation; creating a bunch of characteristic projects to demonstrate other cities; The government should transform function, improve the public management efficiency; Wisdom city development cannot leave the participation of the masses, thereby raising the participation of citizens is the important measure of wisdom city construction; Finally, the government should cooperate with professional institutions and research institutes, and introduce competition mechanism, making the outcome of technology can be shared by every people in Henan province.
