With the rapid progress of the global technological economy, unprecedented importance has been attached to the issues of environment protecting and sustainable developent in China. Low-carbon economy has gradually become a social common sense, therefore the construction of the smart grid is absolutely necessary. How to build the interactive smart grid in the conditions of low-carbon economy has attracted more and more attention. Power integrated resource planning(IRP) consider vorious resources of the supply side and demand side. By efficient, economic and proper utilization of the resources on the supply side and demand side, it is possible to minimize the socia total cost of the whole planning system under the condition that the energy service level remains unchanged. Consequetly, IRP will play a pivotal role on the implementation of the smart grid.After the research of the basic theory, the paper researched into the future power integrated resources planning based on low-carbon economy. For an example of Linyi City, the paper taked account into the economic development of Linyi and analynized the current situation of Linyi power grid, then predicted the future power demand of Linyi. Based on the conditions of generation resources and demand side management (DSM) in Linyi power planning, paper presented the programs of supply side resource planning and the implenting measures of the power demand side management. Finally, a linear programming model under the constrait of low-carbon is presented to optimize the combination of power generation and demand side management based on traditional electric power planning and relevant research achievements.
