| Sinopec Group issued a document requiring strict control of employment amount and implementation of the "three decisions" and reassignment of personnel on Mar. 12, 2015, which marked the beginning of a new round of deepening reform of Sinopec. Facing the new tasks under the new situation, each affiliated unit is encountered with the paramount issue of optimizing the allocation of human resources so as to facilitate the enterprise transformation. As an important part in the mechanical business unit of Sinopec, JZ Company needs to complete various operation indexes as instructed by the Group and study and plan the positions in order to better realize the corporate strategic goals.First of all, this paper describes the current situation of petroleum companies and puts forward the reasons for studying the position planning of JZ Company. Secondly, analysis is made for the research subject through diagnosis.(1) Statistical analysis method is employed to conduct statistical analysis of the current situation of personnel structure of JZ Company. Preliminarily, the problems of personnel structure in the allocation of human resources of JZ Company are determined.(2) The positions of JZ Company are studied with problems found in the allocation of human resources of JZ Company at present, which provides quantitative information and data support for planning and design of positions.(3) JZ Company is compared with JX Research Institute and TRQ Company, two companies from the petroleum industry, so as to analyze the advantages and disadvantages of JZ Company in terms of human resources in the industry. Next, JZ natural gas branch, the reform pilot unit of JZ Company, is selected as the research subject for re-designing the organizational structure and the human resources demand forecast of the three categories of key positions, so as to fix the work posts and define the personnel quota. Lastly, conclusions and suggestions are made for the planning of positions and subsequent planning of human resources of JZ natural gas branch. This paper will provide certain references and thoughts for the overall implementation of the "three decisions" in the next stage of JZ Company. |
