| Along with the expansion of telecommunication market, telecom operators start paying more attention on organization’s healthy and sustainable development. Therefore, carriers began to adopt rolling plan gradually to plan on entities’ strategic, market, business, performance and network resource periodically. During the implementing process, in order to discover, analyse and correct the difference between planning and actual objectives, operators organize the post-evaluation effectively and perform a good function on the networking plan in the latter stage for the next around plan. By utilizing various assessment method, exploring and building up the assessment system and key indicators, this thesis will state some existing planning issues briefly and make suggestions on planning positioning, guiding ideology, marketing, business, performance and key network planning objectives etc through analysing case by case. It is general believed that this action will improve carriers’management ability. |
