In the 21 st century, with the speeding up of global integration, China's overall economic makes rapid development, which also makes the modern organization in a more complicated and changeable environment. This is becoming great challenge to modern organization development; that is to say, the modern organization should consider social,political, economic, cultural and ethical factors in the process of management and making decision. What's more, the modern organization needs to strengthen more on integrated management, human resources development and training, and investment enterprise culture construction, etc. These complex factors, which are beyond individual knowledge structure and ability, are making enterprise decision-making more and more complicated.In order to obtain high quality decisions, more and more enterprises choose brainstorm form of group decision to make up for the inadequacy of individual decision-making. To this end, theFirstly, this article review and combing related research literature at home and abroad about the organizational culture, group decision-making and organizational climate;Secondly, in order to lay the foundation for subsequent research, this article for the purposes of this research involves the plan of action theory, environmental theory and and structural equation theory are summarized. On the basis of the above literature review, a concept of the model is built in this paper, then relevant assumptions are put forward, and empirical research is carried through questionnaire survey in Henan, Guangxi. The subsequent paper sorts the data and analyzes that. According to the data analysis results,the paper verifies the hypothesis of this article, and gives relevant countermeasures and suggestions for enterprise management. Overall, this paper has completed three parts.(1) Reviewing related literature on organizational culture, group decision and organizational climate, teasing out the relationship among the three, and putting forward hypothesis, constructing concept model of group decision mechanism in which organizational climate is taken as intermediary variable.(2)In the framework of conceptual model, the questionnaire survey method is used for data collection, and SPSS software is employed for data processing.For the sake of data analysis, we put forward relevant countermeasures and suggestions for enterprise managers.
