The Study On The Development Strategy Of Comprehensive Industrial Agglomerations In Fuling District,Chongqing

Chongqing was divided into five functional regions in the third plenary session of the Forth Chongqing Municipal Party Committee in 2013.Fuling,a district of Chongqing,was defined as one of New Urban Development Areas.This functional position,definitely,aims to construct Fuling and makes it as a Comprehensive Industrial Agglomerations.Some industrial agglomerations(such as Southeastern coastal areas,Pearl River Delta and Yangtze River Delta)in China have significantly stimulated the economic growth since the implementation of China’s reform and opening up.In the past few years,Fuling has showed its positive momentum and source of vitality in the construction and development of industrial agglomerations.However,at present,with the fierce regional competition and the aggravation of the environmental and resources constraints,the problems that arise in the process of the construction and development of Fuling industrial agglomerations should be got attention.The strategies and suggestions toward these problems will add a positive significance not only to Fuling,but also to the development of comprehensive industry agglomeration region in other districts and areas.At the very beginning,this article gives a literature review on industrial agglomeration and industrial agglomeration region;Then,it analyzes the present situation of Filing’s industrial agglomeration and the realistic basis(including the scale,distribution and developing features)of the construction and development of industrial agglomerations.Moreover,it analyzes the problems and reasons existing in the construction of Fuling comprehensive industrial agglomerations and strengthens its strategic positioning(based on SWOT analysis,including strength,weakness,opportunity and threat).Finally,this article puts forward some strategies and suggestion boosting the scientific development of Fuling comprehensive industrial agglomerations.While on the basis of analysis combined with Filing’s realities,this article illustrates that Fuling has many strengths in the process of development of comprehensive industrial agglomerations,namely,specific regional strengths,solid industry bases,abundant shale gas as clean energy,plenty of tourism resources and a good development environment for soft-power and hard-power.However,the problems exist at the same time---industry short slabs,inaccurate development positioning,low industrial level,poor industry capacity,labor shortage,low efficiency of industrial land,incomplete innovation mechanism of science and technology,insufficient fund and incomplete supporting facility.Yet,along with the proposal of The Belt and Road(The Silk Road Economic Belt and the 21st Century Maritime Silk Road),and with the increasing attention on comprehensive industry agglomeration region from different social class,if we want to improve the competitiveness of comprehensive industrial agglomerations,we have to combine with the local realities,promote synchronous progress and adjust industrial structure of relative industries,strengthen the functional positioning of comprehensive industrial agglomerations and distribute production factors rationally as well as support the development of comprehensive industrial agglomerations and improve its innovation ability of science and technology,which will speed up the developmental process of the comprehensive industrial agglomerations.
