Research On Housing Resettlement Of Landless Peasants

With the fast development of the urbanization and industrialization, a large amount of farmlands have been occupied by buildings due to the city's renovation and construction projects, which lead to the constant increase of landless peasants. The problems of landless peasants has now become the heated issue of the society. The land requisition compensation given by the government and the government's construction management of resettlement of landless peasants, has become an important part of the problems. Therefore, facing and solving the problems of landless peasants will ensure a rapidly, orderly and harmonious development of the city.Based on the basic information of resettlement housing of Liu Hu Town Kongtong district of the Pingliang from the year 2013 to 2015, the paper analyzed and summarized the status of government's requisition compensation, the construction status as well as the policy of landless farmers resettlement housing..Through conducting personal surveys and family visits to landless peasants and investigating the current situation of the land compensation and resettlement housing.The author found the following main issues that the landless peasants in the above-mentioned area faced with : Landless peasants housing resettlement mode problems, deficiency in landless farmers resettlement policies; the policies,measures and resettlement issued by the government did not reach the expected effect;loopholes were found in the construction and management of housing resettlement which directly lead to the dissatisfaction of landless peasants; the lack of government's responsibility in the housing resettlement; the government didn't realise its commitment of resettling landless peasants. As a result, the current housing resettlement problems faced with severe challenges.Then, the paper analyzed the most important factors and conditions which caused the problems of the housing resettlement of landless farmers. The author analyzed the foundamental cause of the above problems which is the main part of this paper.Specifically, the incompleteness of landless peasants housing resettlement mode;the imperfection of landless peasants housing resettlement policies; the policies,measures and resettlement issued by the government did not reach the expected effect;the lack of government's responsibility in the housing resettlement; as well as the government didn't realise its commitment of resettling landless peasants.Finally, the paper gives some suggestions to solve this area's problems.Firstly, in order to achieve sustainable development of urban society, the government should further improve the housing resettlement mode. Secondly, strengthen the government's role in housing resettlement of landless peasants and reinforce housing resettlement mechanism, promote the stable and harmonious development of the society.
