The Study On Calculation Of Compensation Fund Of Cultivated Land Protection

China has the world’s most stringent farmland protection system, but the effect is farfrom good. One reason is that under the current system, the enthusiasm of land protectiontends to be low. The cultivated land protection compensation system, a big innovation inthis field, was put forward under such back ground. In existing research, different scholarshold different views on many key issues of the construction of cultivated land conservationcompensation mechanism, especially on compensation principle, compensation receiver,and compensation criterion and compensation model. Based on the existing research,following studies has been done in this paper.First, this paper presented the basic idea and concrete methods of reckoning ofcultivated land protection compensation criterion and compensation fund based on theexternality theory, the opportunity cost theory and the theory of decoupling. Firstly,reckoning the farmland protection compensation standards in different situations based onthe above study. Secondly, predicting the amount of arable land of the target year. Thirdly,calculate the amount of cultivated land protection compensation funds.Second, based on above points of view, the paper takes Yiwu city as an example forempirical research and feasibility analysis. It was found that in2010the arable landprotection compensation fund of Yiwu up to444.2751million Yuan, the lower limit is320.0338million Yuan. According to the comparison of the share of compensation funds inrevenue in Yiwu city with the share of compensation funds in revenue in Chengdu andFoshan in practice, we think that the fiscal of Yiwu City completely have the ability toundertake the compensation standard and compensation fund size.Third, the paper has established an institutional framework of internal and externalcompensation mechanism for cultivated land protection, designed operation mechanism ofcompensation mechanism for cultivated land protection under both frameworksrespectively, defined compensation object, fund resource and compensation ways based onpractical experience for compensation mechanism for cultivated land protection in otherregions. The paper has also designed creatively reform path of established compensationmechanism for cultivated land protection on the basis of the acceptance standard of societyand difficult degree. The suggests is that spread this path step by step from national majorprojects to provincial major projects, than to other general projects and make reform andimprovement constantly in the process of popularization and implementation. Two sorts of compensation standard for cultivated land protection based on the loss ofopportunity cost yearly and the transfer rent of land use right established by this researchhave better solved the problem of basis uncertainty and conviction inadequate in thepractice of reckoning compensation standard for cultivated land protection. The internaland external compensation mechanism and reform path for cultivated land protection offertheoretical support and decision reference for further popularize financial compensationmechanism for cultivated land protection, strengthen cultivated land protection systemconstruction, promote land management levels, and ensure grain security and societystability under the rapid development of the economy.
