Research On The Progress Assessment Method For Research And Development Of Aeroengine Research Department

In this paper, an novel evaluation system for evaluating the fulfillment of quarter plans of aero-engine research projects was studied. The drawbacks of the current evaluation system primarily include disconnections between the evaluation results and the actual fulfillment of research tasks, unclear responsibility of evaluation results, indiscriminating evaluation weight,insufficient evaluation quantification and incomplete evaluation process. In order to solve these drawbacks, specific demonstration study and analysis were employed as methodology to establish the relatively quantitative evaluation system which combines objective and subjective judgments. This novel evaluation system can also be issued and stated and has complete process. The purpose of establish method to achieve project targets;to make full use of this evaluation method as a baton; and to improve the management level of aero-engine research.By analyzing aero-engine research characteristics, research project evaluation characteristics, project evaluation theory and methods, current aero-engine research project evaluation situation, problems and reasons, a novel evaluation index system, calculation methods and a management process for novel evaluation system was established. Based on the novel evaluation system, a specific demonstration study was carried out in practice, in which,aiming at the evaluation scheme of quarter plans of aero-engine research projects, the preparation before fulfillment, results of fulfillment, effects of fulfillment, difficulties and countermeasures all were studied.Specific demonstration study in practice shows that the evaluation index system and calculation methods of the novel evaluation system are reasonable and feasible; and the management process of the novel evaluation system is concise and practical. In consequence, the novel evaluation system could be implemented into real project evaluation and could meet the novel evaluation system's requirements that encourage more functions and high efficiency, can quantitatively analyze, can issue and state, enable corporation promotion and have a complete process, The significance of the novel evaluating system is that it could improve the management level of aero-engine research.
