China's New Energy Vehicle Industry Policy Research

The new energy vehicles industry refers to industries which devote to the production and application of new energy vehicles. Under the background of alleviation of air contamination and relief of energy shortage, the new energy vehicles industry would become the goal of the development of vehicles industry in the future. The industrial policy has played a crucial role in promoting the development of the industry as an effective policy measure including optimizing the allocation of resources, remedying the market defect, protecting the evolvement of emerging industries, boosting the improvement of the technology. As an important part of our strategic emerging industries, the evolvement of new energy vehicle industry need a powerful support of policies. Ever since the new era, the authorities have emphasized the evolvement of the industry, several policies have been proposed to boost the development of the industry. In recent years, the academic world has studied the new energy vehicles industry on many aspects, such as the current situation, dilemmas and problems, abroad inspiration, moreover, massive research production has accumulated. However, we still lack the literatures in discussing the industrial policy, especially the ones which have made a deeply, systematically and comprehensively research. In view of this, this paper will make a relatively deeply and comprehensively research in the new energy vehicles industry's industrial policies, aiming to construct the industrial policy framework of new energy vehicle industry and put forward suggestions to consummate its industrial policies, based on the analysis and evaluation of current policies and the discovery of the reasons about why did the policy fail and how did the policy not play its role perfect. Hence, this paper's work is of great value on the aspect of the theory and practice.This article begins with the definition of relevant concept of new energy vehicles and industrial policies, followed with the summary of research findings in the academic world and review of relevant theoretic evidence. Then, a brief analysis about the general situation of our new energy vehicles industry has been made, a pectination of industrial policy on both domestic and provincial level has been introduced and a classification and evaluation on the domestic policy has been made. And the paper selected Germany, American and Japan as example, summarizing their experience. At last, it constructed the framework of our industrial policies and corresponding policy recommendations have been put forward.
