In recent years, as international crude oil prices continued to rise, energy supply continued tensions and the growing voice of global environmental protection, Japan, represented by the developed countries, have started the development of new energy automotive industry practice. China is the worlds largest automotive consumer market, the successive ye ars of rapid growth of carownership led to the demand for oil rose sharply, and the rapid increase of environmental pollution. In this context, the development of new energy automotive industry will not only help to reduce oil consumption, but also conducive to environmental protection and sustainable devebpment. It is an strategic opportunities for Chinas auto industry to achieve overtaking. Therefore, according to Chinas actual conditions and characteristics of the newenergy vehicle technology, take a scientific and rational industrial development strategy is an important topic of Chinas new energy automotive industry development.This article is focus on the subject. First we define what is the industrial development strategy, including what aspects, what indicators to assess the performance of the industrial development strategy. Then, on the basis of access to a large number of documents from the three aspects of technology, products and infrastructure construction between China and Japan the development of new energy automotive industry overview, a summary of the comb. Combing through the development of profiles, on the one hand, identified by comparing the differences of the new energy automotive industry in China and Japan; on the other hand, from profiles weextracted from the two countries industrial development strategy.Found through a comparative study in this article, Chinas new energyautomotive industry as a whole system of building and standard settingbehind; in technology research and development strategy, Chinasproduction, learning and research "mode, there are governmentfunctions offside; nurturing strategies in the market for new energyvehicles, and taxation to support efforts to small, over a single supportmeans; confined to government investment in infrastructure, ourcountry, not open to social capital, limiting infrastructure to promotethe speed and scale.At the last part of this paper, I summarize the problems for Chinasnew energy automotive industry development strategy on the basis ofanalysis of the Japanese experience, optimized to enhance the policyrecommendations. I believe that countries must first perfect the legalsystem of the new energy automotive industry, and as soon as possible.We must have a clear development strategy and industry standards atthe national level. Second, optimize the industry, government andacademia joint R&D mode, the functions of the government limited tothe integration of resources without the direct intervention oftechnology R&D process. Third, we should actively develop the newenergy automotive industry supporting policies such as fiscal and taxsystem, tax cuts, subsidies, reduction of the daily car costs, manycommon to increase the cost of new energy vehicles, while the jointventure by the Government and the public way to strengthen theinfrastructure construction. Finally, we should also actively develop thedomestic industry alliances and antitrust policy measures to improve thecompetitiveness of domestic industry, promote the healthy and rapiddevelopment.
