The Labor and Social Security E-Management Initiative, also known as Jinbao Initiative, is digitalization of nationwide information about labor and social security, which aims to create a collective information management system that involves all issues concerning social security, human resources and employment, based on computer networks, servers and system software platforms.In line with the nationwide digitalization of social security information, Quanzhou Municipal Jinbao Initiative was formally introduced in 2013 as the reserve major project of the year for Quanzhou, with the objective to realize a unified system network of social security information that covers four levels of city, counties, towns and villages of Quanzhou, and with mutual access to the national backbone network of the same kind. And the fourth part, as the highlight of the article, mainly deals with the content and role of Quanzhou Municipal Jinbao Initiative, the construction experience of Tongling Municipal Jinbao Initiative which is the national golden insurance project construction demonstration city, and the innovation and breakthrough of Quanzhou Municipal Jinbao Initiative in the new information technology environment. By comparing the reference to summarize the new ideas, conservation engineering construction of Quanzhou City gold successfully completed specified construction direction. At last, starting from the government public service capacity building, human resources and social security business handling information, social security fund security and business data information security etc, the article mainly inntroduces the construction methods used by Quanzhou Jin Bao in the process of engineering construction, put forward the feasible reference to promote the views of Quanzhou City gold insurance project construction smoothly, use new information technologies in the construction process, innovate constantly to built the human resources and social security information system with Quanzhou characteristics.
